SUMMARY

OF JULY 21, 2010, MEETING WITH MAINE YANKEE TO DISCUSS PROPOSED SECURITY FENCE RELOCATIONS AT THE MAINE YANKEE INDEPENDENT SPENT FUEL STORAGE INSTALLATION (TAC NO. L24402)

PURPOSE:

To discuss the current and proposed future configuration of the security fence and central alarm station at the Maine Yankee (MY) independent spent fuel storage installation (ISFSI).

MEETING

SUMMARY

The meeting took place on July 21, 2010, from 10:00 a.m. to 12:00 p.m., at the Region I office in King of Prussia, PA. Attendees included MY staff, the Nuclear Regulatory Commission (NRC)s Nuclear Security and Incident Response (NSIR) staff, NRC Region I (RI) staff and NRC Nuclear Material Safety and Safeguards (NMSS) staff. The attendance list is enclosed (Enclosure 1).

The meeting discussed Safeguards Information, and the public was excluded. MY staff handed out a map showing the past configuration of the site. The meeting began with introductions, a background review of security measures during the decommissioning process since the ISFSI was completed, and then moved to discussion of the current and proposed protected area fence and security system.

In 2001, the NRC reviewed MYs Security Plan, Revision No. 165, as part of the technical review for exemptions requested in their May 23, 2000, letter. MY was granted some of their requested exemptions to the security regulations, and these changes were made to Revision No. 165 and it became Revision No. 0 of the Security Plan. Since then all changes to the security plan have been made under 10 CFR 50.54(p).

D. Weaver In 2005, the NRC completed an inspection at MY which included a review of security measures at the site. They assessed compliance with 10 CFR 73.55 and did not identify any concerns.

The inspection is documented as integrated inspection No. 05000309/2004003 (ML050870429).

NRC staff requested MY clarify why the central alarm station (CAS) is currently considered to be inside the protected area. The meeting attendees agreed that the CAS is currently inside the protected area because of the configuration of the protected area fence and the vehicle barrier system, the building construction and access controls. This is in accordance with the security plan currently in effect at MY.

After reviewing the applicable documents, the NRC found that the proposed configuration would leave the CAS outside the protected area, therefore MYs exemption request is appropriate.

The NRC will review the inspection report mentioned above to determine if protections for the CAS will be sufficient when the proposed changes are made. The NRC requested that MY provide the safeguards procedure used to test the secondary alarm station response to loss of the telephone lines to the CAS. The discussions at this meeting, the prior inspection report and the testing procedure will all be used to review Maine Yankees request for exemption from the provision in 10 CFR 73.55(e)(1) that states the CAS must be in the protected area (ML093640044).

No regulatory decisions were made at the meeting.
