February 19, 2010 MEMORANDUM TO: Doug Weaver, Deputy Director Licensing and Inspection Directorate Division of Spent Fuel Storage and Transportation Office of Nuclear Material Safety and Safeguards FROM: John Goshen, Project Manager /RA/
Licensing Branch Division of Spent Fuel Storage and Transportation Office of Nuclear Material Safety and Safeguards
SUBJECT:
SUMMARY
OF JANUARY 27, 2010, PRE-APPLICATION MEETING WITH MAINE YANKEE TO DISCUSS PROPOSED SECURITY FENCE RELOCATIONS AT THE MAINE YANKEE INDEPENDENT SPENT FUEL STORAGE INSTALLATION. (TAC NO. L24402)
PURPOSE:
To provide Maine Yankee the opportunity to discuss their proposed application to relocate part of the security fence at the Maine Yankee Independent Spent Fuel Storage Installation (ISFSI) with NRC staff.
MEETING
SUMMARY
The meeting took place on January 27, 2010, from 10:00 a.m. to 11:30 a.m., at the NRCs Two White Flint Building in Rockville, MD. Attendees included Maine Yankee staff, NRCs Nuclear Security and Incident Response (NSIR) staff, and NRC Region I (RI) staff. The attendance list is enclosed (Enclosure 1). The meeting discussed Safeguards information, and the public was excluded. The meeting began with introductions, introductory remarks by Maine Yankee staff, and then Maine Yankees presentation (Enclosure 2) of the proposed protected area fence system.
Maine Yankee provided the presentation to allow the NRC staff to provide feedback on Maine Yankees intent to implement the change without prior NRC approval under 10 CFR 50.54. It is Maine Yankees intent to commence work on the project on May 1, 2010. The NRC staff indicated that due to their lack of familiarity with the details of the Maine Yankee ISFSI site and the current security provisions they would need to perform an on-site review of the specific details in order to provide feedback to Maine Yankee on the proposed change. NSIR and RI staff will coordinate the site visit with Maine Yankee staff to be held in late February or early March 2010.
No regulatory decisions were made at the meeting.
