RE: Palo Verde Unit 1 - Relief Request 46 TAC No. ME2132 Randy:

Visual examinations (VT-2) of the hydrogen purge system piping revealed no indications of leakage. APS completed the visual examination (VT-2) of 81% (~17 linear feet) of the hydrogen purge system piping with 19% (~4 linear feet) being inaccessible due to containment penetration configuration.

Rusty, Sorry to bother you on this again, but we are trying to complete the review and issue the approval as soon as we can; so a quick e-mail response will suffice.

Thanks for the help, Randy

Rusty, Part G of RR 46 requests relief from inspection of: 1) the nitrogen supply tubing used for stabilizing the CVCS, and 2) the Hydrogen Purge System piping. As we discussed, the NRC staff believes the former is a non-code component and therefore is not subject to relief under 50.55a. The hydrogen purge system piping is considered to be subject to the ASME Code requirements. Were there any indications of leakage found through the VT-2 visual examinations performed on this piping, and what percentage of the piping was accessible for VT-2 examination?
