The purpose of this assessment is to evaluate Brunswick's implementation of the nuclear industry Groundwater Protection Initiative described in Nuclear Energy Institute (NEI) report NEI 07-07, Industry Groundwater Protection Initiative - Final Guidance Document. NEI 07-07 requires that each nuclear site conduct a review of the GPI program under the auspices of NEI and that this review be performed by an independent, knowledgeable individual(s) within one year of the initial self-assessment performed by the site.

The assessment scope included a review of forty-three acceptance criteria linked to the eleven objectives as outlined in NEI 07-07 Appendix B, Self-Assessment Checklist. This was accomplished through review of the Brunswick self-assessment report, supporting documentation and follow-up interactions between the NEI review team and utility representative.

The Brunswick staff conducted the initial NEI 07-07 self-assessment as required by the Section 3.1 and 3.1 .a,c,d of Appendix B. The assessment included several Progress Energy participates from the Harris plant, Progress Corporate Office and one independent and knowledgeable individual from Southern Company. The site self-assessment report was approved on November 28, 2008. The NEI review team was contacted by the Brunswick point of contact (POC) in August 2009 to discuss conduct of the NEI review at which time applicable documentation wasrequested. The documentation was received by the NEI team leader in September 2009 and was distributed to the NEI review team members for review.

Applic.able follow-up questions were shared and resolved with the site contact ending December 14, 2009.

The NEI team report was developed and reviewed by both the NEI team and Brunswick contact with the final report being approved on December 14, 2009.

As evidenced by the assessment results shown on attachment I (NEI 07-07 Appendix B) of this report, the NEI review team concludes that the Brunswick site has satisfactorily met the NEI 07-07 Objective/Acceptance Criteria. The NEI review team has provided recommendations for consideration by the Bfrnswick staff as indicated on Appendix B.

The assessment identified no deviations and one recommendation for improvement as described below.

  • One opportunity for improvement is provided for consideration (See Attachment 1)
1. The documentation provided by the Brunswick staff demonstrates that objectives 1.2.a,b,c,d have been met. However, a consolidated summary of SSCs, work practices and potential enhancements to leak detection systems/programs would be useful in documenting the overall groundwater program at Brunswick. Opportunity for Improvement: The station should consider developing a single consolidated list of potential enhancements identified, corresponding ARs and actions taken to improve leak detection systems. The same list should include potential enhancements to prevent spills or leaks. This could possibly be
    • accomplished by expanding the BNP Appendix C Priority Index Workbook.
