OF TELEPHONE CONFERENCE CALL HELD ON JUNE 24, 2010, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND NEXTERA ENERGY SEABROOK, LLC, CONCERNING THE REVIEW OF ACCEPTABILITY OF DOCKETING OF THE SEABROOK STATION, UNIT 1, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of NextEra Energy Seabrook, LLC (NES) held a telephone conference call on June 24,2010, to discuss potential issues found during the staff's review of acceptability for docketing of the license renewal application (LRA) for Seabrook Station.

Bye-mail dated June 21, 2010, the staff sent topics that it wished to discuss with NES regarding the staff's review of acceptability for docketing of the LRA. NES reviewed the topics and consented to a telephone conference call. The telephone conference call was useful in answering the staff's preliminary questions. NES provided clarifications regarding the scoping report associated with the LRA. Based on the clarifications, the staff decided that these particular issues will not preclude acceptance for docketing of the LRA. The staff will verify the information in the scoping report during its onsite audits in September and October 2010. provides the topics that were forwarded to NES prior to the call. provides a listing of the participants. .

Seabrook Station, Unit 1 License Renewal Application (LRA)

Staff Questions Regarding Acceptance for Docketing The Balance-of-Plant Branch (SBPB) has performed an. acceptance review of the Seabrook Station license renewal application (LRA). The staff has identified two areas where the applicant may not have performed a complete scoping review that may significantly affect the ability of the staff to accomplish its review. If the applicant has not completed a comprehensive scoping review and requires additional time to complete scoping of additional structures, systems, and components (SSCs) (e.g., turbine building systems), then the scheduled review time allotted to the staff would be affected.

Acceptance Review - SBPB -1 In LRA Section 2.4.4 and on LRA boundary drawing LR-001, the applicant identifies the structures within the scope of license renewal under 10 CFR 54.4(a)(1). The LRA boundary drawing shows structures that were not included in the scope of license renewal (e.g.,

maintenance facility, asphalt building, nearby structures, demineralized water storage tanks) attached to the structures in scope under 10 CFR 54.4(a)(1). In accordance with 10 CFR 54.4(a)(2), the applicant should include in the scope of license renewal any structure or component with the potential to adversely affect an (a)(1) component or structure.

In LRA Section 2.3.3.34, the applicant states:

The Roof Drains System boundary consists of those plant roof drains that enter safety-related buildings, including connections and cleanouts until the piping leaves the building to the storm drains. The buildings with in-boundary Roof Drain piping are the Fuel Storage Building, East and West Main Steam and Feedwater Pipe Chases, Emergency Feedwater Pump House, Equipment Vaults, Primary Auxiliary Building, Tank Farm, Control Building, Diesel Generator Building and Service Water Pump House.

The list of structures in scope under 10 CFR 54.4(a)(1) is more extensive than these structures.

Hence, the applicant may have limited their evaluation of systems that have a potential adverse affects on (a)(1) components to a select number of buildings. The applicant may not have performed a complete evaluation required by 10 CFR 54.4(a)(2) for all the structures and systems with potential to affect all the structures they identified as in scope under 10 CFR 54.4(a)(1). Therefore, the application does not contain sufficient information for the staff to determine if the applicant performed an evaluation of SSCs that can possibly interface with the (a)(1) structures in accordance with the guidance provided in NEI 95-10 and 10 CFR 54.4(a)(2).

Acceptance Review - SBPB - 2 The staff has identified several SSCs that have the potential for being included in the scope of license renewal in accordance with 10 CFR 54.4(a)(1) that are potentially located in the turbine building. In LRA Section 2.1.2.2.3, the applicant states that they took an exception to the

- 2 methodology in NEI 95-10 for scoping structures and components in the turbine building. The LRA does not provide adequate information for the staff to make a determination if the SSCs should have been included in scope under 10 CFR 54.4(a)(1), requiring a evaluation of surrounding SSCs in the turbine building to be included in scope under 10 CFR 54.4(a)(2).

Some of the SSCs that may be in scope under 10 CFR 54.4(a)(1) are:

1) Updated Final Safety Analysis Report Chapter 15 credits the feedwater regulating valves as means to isolate main feedwater in the event of a main steam line break. The applicant did not include the regulating valves in the scope of license renewal. SSCs credited for mitigating design basis events should be included in scope under 10 CFR 54.4(a)(1 ).
2) LRA Section 2.3.4.6 states that additional redundant pumping capability is provided by the startup feed pump in the feedwater system. Technical Specification 3.7.1.2 for Seabrook Station requires three independent auxiliary feedwater pumps and flow paths, of which the startup feed pump is credited. The licensee can continue power operations without any emergency feedwater pumps with only the startup feed pump operable for up to 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />. The safety significance of the startup pump would qualify the pump to be included in scope under 10 CFR 54.4(a)(1).
3) The startup feedwater pump is powered by emergency bus; hence the associated cabling in the turbine building would be safety-related. In addition, the applicant identified elements of the reactor protection system and engineered safety features actuation system as safety-related in the turbine building. Even though the functions may be not be credited in the current licensing basis, these components and their associated power supplies and signal cabling have the potential to adversely affect other safety-related components. Therefore, any SSCs that have the potential to adversely affect these components and cabling should be included in scope under 10 CFR 54.4(a)(2).

Therefore, the application does not have sufficient information for the staff to determine whether components in the turbine building should have been considered to be in scope for license renewal as defined in 10 CFR 54.4(a)(2).
