Seabrook, Acceptance Review LAR 10-02 CEEACS LCO (TAC No. ME3988)

Mike, By letter dated May 14, 2010, NextEra Energy Seabrook, LLC submitted license amendment request 10-02 for the Seabrook Station, Unit No. 1. The submittal would create a requirement that if both trains of the CEEACS system are inoperable, at least one train must be returned to operable status within 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
or the reactor must be shutdown. Currently, there are no limiting condition for operation proscribed actions in the event two trains are inoperable, therefore, TS 3.0.3 would require a shutdown within 6 hours6.944444e-5 days
0.00167 hours
9.920635e-6 weeks
2.283e-6 months
.

The purpose of this e-mail is to provide you with the results of the Nuclear Regulatory Commission (NRC) staff's acceptance review of this submittal. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your submittal and concluded that it does provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and protection of public health and safety and the environment.

If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence. If you have any questions, please contact me at (301) 415-2481.
