Acceptance of Progress Energy Application dated March 5, 2010 on H. B. Robinson Steam Electric Plant Unit No. 2 Technical Specification 3.3.2 Engineered Safety Features Actuation System (ESFAS) Instrumentation and Section 3.3.6, TAC NO. ME3507 By letter dated March 5, 2010, (ML100710678), Progress Energy submitted a request to revise the Technical Specifications (TS), to Facility Operating License No. DPR-23 for the H. B. Robinson Steam Electric Plant Unit 2. The changes would add notes to Technical Specification (TS) 3.3.2 Conditions D and E to allow a channel to be taken out of its required trip condition in order to support maintenance activities to restore channel operability. In addition, an editorial change is proposed for Table 3.3.6.1 to correct the function reference provided for the safety injection function.
The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this application. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the Progress Energys request in terms of regulatory requirements and the protection of public health and safety and the environment.
