CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NO.2 - REVIEW OF THE 2009 STEAM GENERATOR TUBE INSPECTIONS (TAC NO. ME2167)

Dear Mr. Gellrich:

By letter dated August 17, 2009, as supplemented on February 22, 2010, Calvert Cliffs Nuclear Power Plant, LLC, the licensee, submitted the Calvert Cliffs Unit 2, Spring 2009 - 180 Day Steam Generator Report. This report, which was required by Calvert Cliffs Technical Specification (TS) 5.6.9, "Steam Generator Tube Inspection Report," summarized the results of the latest steam generator tube inspections at Calvert Cliffs Nuclear Power Plant, Unit NO.2.

The Nuclear Regulatory Commission staff has completed its review of this report and concludes that the licensee provided the information required by the Calvert Cliffs TSs and that there are no technical issues that warrant follow-up action. Our Safety Evaluation is enclosed.

This report, which was required by Calvert Cliffs Technical Specification (TS) 5.6.9, "Steam Generator Tube Inspection Report," summarized the results of the latest steam generator tube inspections at Calvert Cliffs Nuclear Power Plant, Unit NO.2.

Calvert Cliffs Unit NO.2 has two Babcock and Wilcox International Steam Generators (SGs).

Each SG contains 8471 thermally-treated Alloy 690 tubes. Each tube has a nominal outside diameter of 0.75 inches and a nominal wall thickness of 0.042 inches. The SGs have a triangular tube pitch arrangement with 1-inch spacing between tube centers. The tubes are hydraulically expanded throughout the entire depth of the tubesheet. Rows 1-18 of the U-bend received stress relief treatment after bending.

The licensee provided the scope, extent, methods, and results of their SG tube inspections in the documents referenced above. In addition, the licensee described corrective actions, such as tube plugging, taken in response to the inspection findings. The tubes in SGs 21 and 22 were inspected this outage.

After reviewing the information provided by the licensee, the Nuclear Regulatory Commission (NRC) staff has the following comments or observations:

  • The licensee reported 131 new fan bar wear (FBW) indications in the SGs. The maximum reported depth of any FBW indications was 28 percent through-wall. It was further reported that the growth rates for FBW indications decreased from rates observed during the first cycle of operation. All FBW indications were inspected with a bobbin or rotating probe. No tubes were plugged due to FBW indications.

  • Thirty-two indications of foreign object wear were detected in 28 tubes using a +Point' probe. The majority of the indications were located within the first 3 inches above the top of the tubesheet, six indications were reported to be in the freespan region (i.e.,

between the tubesheet and the first lattice grid support) and one indication was reported to be about 4 inches below the fifth lattice grid support. In addition to the loose parts wear, 75 foreign objects were identified in the SGs. Thirty-four tubes were plugged in SG 21 due to foreign objects or foreign object wear. There were no tubes in SG22 that were plugged during the 2009 refueling outage. All loose parts left in the SGs were evaluated by the licensee to ensure tube integrity will be maintained until the next inspection.

Based on a review of the information provided, the NRC staff concludes that the licensee provided the information required by the TSs. In addition, the staff concludes that there are no technical issues that warrant follow-up action at this time since the inspections appear to be consistent with the objective of detecting potential tube degradation and that inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
