Generic Letter (GL) 2008-01, Managing Gas Accumulation in Emergency Core Cooling, Decay Heat Removal, and Contain Spray Systems - MD7827 - RAIs By letters dated October 14, 2008, and July 29, 2009, Detroit Edison, the licensee for Fermi Unit 2, provided a response to Generic Letter 2008-01. On the basis of the provided information, the NRC Staff has concluded that additional information is required from the licensee to determine that the licensee has acceptably demonstrated that the subject systems are in compliance with the current licensing and design bases and applicable regulatory requirements, and that suitable design, operational, and testing control measures are in place for maintaining this compliance as stated in Generic Letter (GL) 2008-01.
The NRC staff would like you to provide additional information related to GL 2008-01. Please arrange a teleconference to discuss the following requested information.
Guidance on Nuclear Regulatory Commission (NRC) staff expectations is provided by Reference 1 which is generally consistent with Nuclear Energy Institute (NEI) guidance provided to industry in Reference 2 as clarified in later NEI communications. The NRC staff recommends that the licensee consult Reference 1 when responding to the following Request for Additional Information:
- 1. Describe how, when found during the performance of routine surveillance, vent/fill procedures, and ultrasonic testing, void volumes are determined or quantified.
- 2. Discuss what provisions are in place to assure that gas was removed, and not transported to a high point that was previously found to be void-free, following the performance of venting procedures.
- 3. Please clarify whether all voids found will be quantified and recorded as a part of the Condition Assessment Resolution Document entry process that is followed when voids are found during routine surveillance and system fill and vent activities.
- 4. Describe what measures are in place to guard against gas intrusion because of inadvertent draining, system realignments, or other, similar evolutions.
- 5. Provide a brief discussion of any training that is planned in response to GL 2008-001.
