NRC ISFSI SECURITY INSPECTION REPORT 05000282/2009-406(DNMS);

05000306/2009-406(DNMS) - PRAIRIE ISLAND NUCLEAR GENERATING PLANT

Dear Mr. Schimmel:

On September 11, 2009, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection of the Independent Spent Fuel Storage Installation (ISFSI) at the Prairie Island Nuclear Generating Plant (PINGP) Welch, Minnesota. The purpose of the inspection was to evaluate whether the protection of the ISFSI was in compliance with the PINGP ISFSI Physical Security Plan (PSP), ISFSI security implementing procedures, and the NRC Order EA-02-104 transmitted as an enclosure to NRC letter dated October 16, 2002, Issuance of Order for Interim Safeguards and Security Compensatory Measures (ICM) for Prairie Island Nuclear Generating Plant. In addition, the inspectors determined whether the use and storage of your instrument calibrator was conducted safely and in accordance with 10 CFR Part 20 requirements. At the conclusion of the on-site inspection on July 29, 2009, the inspectors discussed the inspection findings with members of your staff. Inspectors also conducted an in-office review of additional information pertaining to your compliance with the ICM Order. On September 11, 2009, the inspectors conducted a telephone exit with members of your staff to discuss the results of the in-office review.

Based on the results of this inspection, no findings of significance were identified.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). However, because of the security-related discussion contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letters enclosure will not be available for public inspection.

Enclosure Contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, this transmittal document is decontrolled.
