By letter dated January 30, 2009, as supplemented by letter dated March 16, 2009, Southern California Edison Company (SCE) submitted a license amendment request and an associated request for a temporary exemption for the San Onofre Nuclear Generating Station (SONGS),

Units 2 and 3. The proposed amendment would revise Technical Specification 5.7.1.5, "Core Operating Limits Report," to allow the use of the CASMO-4 methodology to perform nuclear design calculations. The temporary exemption from the requirements of 10 CFR 50.46 and 10 CFR 50, Appendix K, would allow up to sixteen lead fuel assemblies manufactured by AREVA NP with M5 alloy cladding fuel rods to be inserted into the Unit 2 or Unit 3 reactor core, and used for up to 3 operating cycles.

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your request and has determined that the information specified in the attached Request for Additional Information (RAI) is needed for the staff to complete its evaluation. In order for the staff to complete its review in a timely manner, we request that you submit your response to the enclosed RAI no later than September 25, 2009. Please contact me if SCE would like to have a conference call to discuss the RAI.
