Brunswick Units 1 and 2 Emergency Plan Change to Modify the BSEP Emergency Planning Zones Bill.
By letter dated June 22, 2009, Carolina Power and Light Company (the licensee) for Brunswick Steam Electric Plant (BSEP), Units 1 and 2, submitted a proposed emergency plan (EP) change to modify the BSEP Emergency Planning Zones (EPZs) to better define evacuation areas within the 10-mile EPZ (ADAMS Accession No. ML091870827). The licensee's request included as a package: Transmittal Letter, Enclosure 1, Evaluation of Proposed Emergency Plan Change;, Federal Emergency Management Agency Approval Letter; Enclosure 3, Brunswick Nuclear Plant - Development of Evacuation Time Estimates. The package did not include the currently approved revision of the EP for review or reference. However, by letter dated January 15, 2009, the licensee submitted revisions 71 and 72 of the EP to the NRC per 10 CFR 50.54(q)
(ADAMS Accession No. ML090260036). Revision 72 of the BSEP EP (effective January 7, 2009) will be used as the most current revision of the plan.
The Nuclear Regulatory Commission (NRC) staff has completed its acceptance review of the proposed EP change request submitted by the licensee and concluded that the changes submitted contain the requisite information required by regulation, and that this information is technically sufficient for the NRC staff to commence a detailed technical review.
