REVISION 2 OF THE DIGITAL INSTRUMENTATION AND CONTROL PROJECT PLAN

Dear Mr. Marion:

The purpose of this letter is to provide you with Revision 2 of the U.S. Nuclear Regulatory Commissions (NRCs) Digital Instrumentation and Control (DI&C) Project Plan dated May 13, 2009 (Enclosure) (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML091380154).

Revision 0 of the DI&C Project Plan was initially issued on July 12, 2007 (ADAMS Accession No. ML071900253). The Nuclear Energy Institute (NEI) provided comments on December 21, 2007 and on February 20, 2008. Revision 1 of the project plan was subsequently issued on March 14, 2008 (ADAMS Accession No. ML080220448). A draft version of Revision 2 of the project plan was provided at the December 11, 2008 public meeting of the NRCs DI&C Steering Committee.

Revision 2 of the DI&C Project Plan outlines the current status and the expected completion dates for specific milestones, assignments, and deliverables; including those related to the development of regulatory documents that will close the Interim Staff Guidance (ISGs) currently implemented by the NRC staff. These estimated completion dates also account for the updating of industry consensus standards (e.g., IEEE), which the NRC plans to endorse in the regulatory documents. Some of the key actions outlined in the Project Plan:

  • Key revisions to Standard Review Plan (SRP) Chapter 7, Instrumentation and Controls, and Chapter 13, Conduct of Operations, are scheduled to be issued for public comment by the end of calendar year (CY) 2009. Chapter 7 revisions include draft revision of Branch Technical Position (BTP) 7-19, Guidance on Evaluation of Defense-in-Depth and Diversity (D3) of Digital I&C.
  • Support for the IEEE Standard Committee in revising IEEE Std 7-4.3.2, Standard Criteria For Digital Computers in Safety Systems of Nuclear Power Generating Stations.

This will feed into development and issuance of Regulatory Guide 1.152, Criteria for Digital Computers in Safety Systems of Nuclear Power Plants (Section 2), as well as SRP Chapter 7.

  • ISG-6, Licensing Process, is scheduled to be issued by the end of CY 2009.
  • ISG-7, Fuel Cycle Facilities, is scheduled to be issued in the next few months.

The principal purpose the Project Plan is to develop interim guidance to ensure the quality and uniformity of staff reviews and to present a well-defined base to evaluate applications to use digital I&C technology. The development of ISGs supports the digital I&C review process by providing timely updated guidance to applicants and staff reviewers, as well as information to stakeholders. Approved ISGs will serve as a bridge and will be used by staff to review digital I&C applications until the ISGs are refined as necessary and incorporated into future revisions of appropriate regulatory documents. The Steering Committee appreciates the continued contributions of industry representatives to develop and refine regulatory guidance supporting the application of digital technology of operating and new nuclear power reactors and fuel cycle facilities.
