R.E. Ginna Nuclear Power Plant Docket No. 50-244 Request for Extension of Response to ,january 07, 2009 Request for Additional Information (RAI) Regarding R.E. Ginna Nuclear Power Plant LLC's Supplementary Responses to NRC Generic Letter (GL) 2004-02

REFERENCES:

(a) Letter from Douglas Pickett (NRC) to John Carlin (Ginna LLC), dated January 7,2009, REQUEST FOR ADDITIONAL INFORMATION RE: SUPPLEMENTAL RESPONSE TO GENERIC LETTER 2004-02, "POTENTIAL IMPACT OF DEBRIS BLOCKAGE ON EMERGENCY RECIRCULATION DURING DESIGN BASIS ACCIDENTS AT PRESSURIZED WATER REACTORS" -R.E. GINNA NUCLEAR POWER PLANT (TAC NO. MC4687)(b) Letter from John Carlin (Ginna LLC) to Document Control Desk (NRC) dated July 25, 2008, Second Supplementary Response to Generic Letter 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors" Pursuant to the January 7, 2009 Request for Additional Information (RAI) (Reference a), R.E. Ginna Nuclear Power Plant, LLC (Ginna LLC) is providing a schedule update and a request for extension for the RAI responses.

This letter will outline Ginna LLC's future plans to resolve reviewer concerns with the site's GL 2004-02 supplemental responses.

In February of 2008 Ginna LLC completed sump strainer thin bed testing using a process that added portions of fiber fines followed by the addition of particulate.

In March 2008, a document titled "NRC Staff Review Guidance Regarding Generic Letter 2004-02 Closure in the Area of Head Loss and Vortexing" was issued. This document contained the expectation that debris would be added to test loops in a particular order -specifically, particulate would be added to the test loop followed by the addition of portions of fiber fines. Ginna LLC is currently reperforming thin bed testing, strictly adhering to NRC guidance.

Ginna LLC completed the installation of all planned sump modifications during the spring 2008 refueling outage.By letter of January 7, 2009, the NRC forwarded a request for additional information regarding Ginna LLC's supplemental responses, the last of which was dated July 25, 2008 (Reference b). In the same RAI letter, the NRC indicated that it would like one response letter from Ginna LLC answering all the RAI questions, and gave a 90-day response date. The NRC further indicated that, should an extension beyond 90 days be required, the basis for that extension should be provided.

Document Control Desk March 30, 2009 Page 2 Ginna LLC has reviewed the RAI and concluded that, in light of the new testing, an extension to the 90 day response period is needed. In order to complete the testing and associated analysis, Ginna LLC is requesting a new RAI response completion date of June 5, 2009. Attachment 1 provides the regulatory commitment made in this letter. If there are any questions or if additional information is require, please contact Mr. David Wilson at (585) 771-5219 or at David.F.Wilson@Constellation.corn Document Control Desk March 30, 2009 Page 3 STATE OF NEW YORK TO WIT: COUNTY OF WAYNE I, John Carlin, being duly sworn, state that I am Site Vice President, R.E.
