SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 CORRECTION LETTER RE: WITHDRAWAL OF AN AMENDMENT REQUEST (TAC NOS. MD8490 AND MD8491)

Dear Mr. Spence:

By letter dated March 28, 2008, you applied for an amendment to the Susquehanna Steam Electric Station, Units 1 and 2, Facility Operating License Nos. NPF-14 and NPF-22.

Subsequently, by letter dated March 27, 2009, you withdrew the amendment request. On March 30, 2009 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML090890156), the Nuclear Regulatory Commission (NRC) issued the letter regarding withdrawal of the amendment request and the "Notice of Withdrawal of Application for Amendment to Facility Operating License with the Office of the Federal Register for publication" as the enclosure.

Prior to the publication of the Notice of Withdrawal in the Federal Register, the NRC staff noticed an inadvertent error in the notice of withdrawal, that omitted the information regarding specific details (May 6, 2008 (73 FR 25044)) regarding the original Federal Register Notice of Consideration of Issuance Of Amendment. Please note that the correct notice will be published in the Federal Register. The enclosure to this letter provides the corrected page 2 of the Notice of Withdrawal.

3) to modify the existing note to Surveillance Requirement (SR) 3.6.4.1.3 and add a second note to this same SR, to expand upon the existing SR exception note by adding other types of door access openings that occur for entry and exit of people or equipment, and

4) the administrative change to remove a one-time allowance in TS 3.6.4.1 and TS 3.6.4.3 "Standby Gas Treatment System [SGTS]," that extended the allowable Completion Time for Secondary Containment inoperable and two SGTS subsystems inoperable in MODE 1, 2, or 3.

This allowance was previously incorporated into both Unit 1 and Unit 2 TSs to facilitate Reactor Recirculating Fan Damper Motor work.

The Commission had previously issued a Notice of Consideration of Issuance of Amendment published in the FEDERAL REGISTER on May 6,2008 (73 FR 25044). However, by letter dated March 27, 2009, the licensee withdrew the proposed change.

For further details with respect to this action, see the application for amendment dated March 28, 2008, and the licensee's letter dated March 27, 2009, which withdrew the application for license amendment.
