Dear Mr. Ridenoure:

By letter dated December 8, 2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML083460044), Southern California Edison (SCE, the licensee) submitted changes to the U.S. Nuclear Regulatory Commission (NRC) approved Physical Security Plan (PSP) for San Onofre Nuclear Generating Station pursuant to paragraph 73.55a(a) of Title 10 of the Code of Federal Regulations (10 CFR). The proposed changes to the PSP will be in effect during the Steam Generator Replacement (SGR) project.

By letter dated January 13, 2009 (ADAMS Accession No. ML090220488). SCE requested the NRC staff to review its submittal dated December 8, 2008, pursuant to 10 CFR 50.90. In accordance with 10 CFR 2.102(a), the NRC staff's acceptance review, required by NRR Office Instruction, L1C-109, "Acceptance Review Procedures," is performed on applications requesting approval of a proposed action to determine if there is sufficient information in scope and depth to allow the NRC staff to complete its detailed technical review.

Subsequently, in a closed meeting held on January 15, 2009, at the NRC offices in Rockville, Maryland, SCE representatives indicated the submittal should be reviewed in a phased approach with portions that would be pursued under 10 CFR 50.54(p) and as an amendment under 10 CFR 50.90.

During the meeting on January 15, 2009, the NRC staff informed SCE that the lead time for a typical license amendment request, submitted pursuant to 10 CFR 50.90, is 1 year. SCE representatives stated that the amendment needs to be reviewed and approved by June 2009. The NRC staff requested SCE to clarify its submittal with regard to the portions to be reviewed under 10 CFR 50.90, and those which may qualify under 10 CFR 50.54(p).

The licensee is requested to provide information in supplemental submittals that clarify explicitly the information pursuant to 10 CFR 50.54(p) and 10 CFR 50.90. The licensee is further requested to provide the information within 14 days of the date of this letter.

If the information responsive to the NRC staff's request is not received by the above date, the application will not be accepted for review pursuant to 10 CFR 2.101, and the NRC will cease its review activities associated with the application. If the application is subsequently
