CALL WITH SOUTHERN CALIFORNIA EDISON COMPANY SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 REGARDING PROPOSED SECURITY PLAN CHANGES DURING THE UPCOMING STEAM GENERATOR REPLACEMENT PROJECTS On November 14, 2008, the U.S. Nuclear Regulatory Commission (NRC) staff held a telephone conference call with representatives of Southern California Edison Company (SCE, the licensee) regarding the licensees proposed security plan changes for San Onofre Nuclear Generating Station, Units 2 and 3 (SONGS 2 and 3) during the steam generator (SG) replacement projects over approximately a 2-year period, starting in mid-2009.

The attendees on the call were:

SCE: Linda Conklin, Steve Root NRC: S. Morris, D. Huyck, J. Johnson, NSIR; J. Zorn, OGC; and N. Kalyanam, NRR The conference call focused on the STET security plan change process, as provided in Title 10 of the Code of Federal Regulations (10 CFR) Section 50.90 and 10 CFR 50.54(p).

The NRC staff informed SCE representatives of the possible challenges of short lead time for processing an amendment in accordance with 10 CFR 50.90 ( i.e., amendments are normally provided a year in advance of the expected approval). The NRC staff also discussed security aspects of the information and noted that the public involvement in the 10 CFR 50.90 amendment process could be more involved and complex.

The NRC staff also noted that, if the licensee chooses to pursue the 10 CFR 50.54(p) route, the regulatory process is mostly related to inspection and oversight.

In conclusion, the NRC staff the licensee advised the licensee that it needs decide which approach is appropriate for the proposed Security Plan changes.
