NORTH ANNA POWER STATIONUNIT2 SUPPLEMENTAL RESPONSETONRC GENERIC LETTER 2008-01, MANAGING GAS ACCUMULATION IN EMERGENCY CORE COOLING, DECAY HEAT REMOVAL, AND CONTAINMENT SPRAY SYSTEMS-INACCESSIBLE AREASTheNuclearRegulatoryCommission(NRC)issuedGenericLetter(GL)2008-01on January11,2008,torequestthateachlicenseeevaluatethelicensingbasis,design,testing,andcorrectiveactionprogramsfortheEmergencyCoreCoolingSystems(ECCS),ResidualHeatRemoval(RHR)System,andContainmentSpray(CS)Systemtoensurethatgasaccumulationismaintainedlessthantheamountthatcouldchallengeoperabilityofthesesystems,andthatappropriateactionistakenwhenconditionsadversetoqualityareidentified.InanOctober14,2008letter(SerialNo.08-0013B),DominionprovidedtheinformationrequestedinGL 2008-01forSurryandNorthAnnaPowerStations.However,asidentifiedinourMay7,2008letter(SerialNo.08-0013A),Dominionprovidedanalternatescheduleforthecompletionofthewalkdownsand evaluationsoftheinaccessibleportionsoftheECCSandSpraySystemsinsidecontainment.Specifically,DominioncommittedtoprovidethisinformationbyJanuary15,2009forNorthAnnaUnit2andJuly15,2009forNorthAnnaUnit1.TheNRCapprovedthecompletionschedulevialetterdatedJuly23,2008.Insummary,Dominionhasconcludedthat:1)theECCS,RHRand containment spraysystemsatNorthAnnaPowerStationUnit2areincompliancewiththeirTSdefinitionsofoperability,i.e.,capableofperformingtheirintendedsafetyfunctions,and2)NorthAnnaPowerStationisincompliancewith10CFR50,AppendixB,CriterionIII,V,XI,XVI,andXVII,withrespecttotheconcernsoutlinedinGL2008-01regardinggasaccumulationintheapplicablesystems.

2.Confirmatory Walkdownsa.TheLowHeadSafetyInjectioncoldlegpipinginsidecontainmentwaslaserscannedanddetailedisometricsprepared.Aslopereportwasdevelopedtoidentifyhighpointsinthepiping.Eachidentifiedhighpointofgreaterthan1degreewasevaluatedforpotentialgasaccumulation.Theevaluatedhighpointsdidnotexceedpreviouslydeterminedacceptancecriteriadevelopedforthisdischargepiping.b.Ventingwasperformedatthesystempipinghighpointsoutsideofcontainmentinaccordancewithexistingstationproceduresforeach EGGSsystempipingtrainuponreturntoservice.Subsequentfullflowtestingandsystemflowsweepingwasperformedinaccordancewithexistingstationprocedurestoperformdynamicventingofthesystempipinghighpointsbothoutsideandinsideofcontainmentforeach EGGSsystempipingtrain.3.VentValvesNonewventvalvelocationsormodificationstoexistingventvalveshavebeenidentifiedbytheconfirmatoryinspectionorwalkdown.

ConclusionDominionhasevaluatedthepreviouslyunevaluatedportionsoftheapplicablesystemsatNorthAnnaUnit2thatperformthefunctionsdescribedintheGenericLetter2008-01andhasconcludedthatthesesystemsareoperable.TheoriginalconclusionsdocumentedinDominion'sresponsedatedOctober14,2008withrespecttothelicensingbasisevaluation,testingevaluations,andcorrectiveactionevaluationshavenotchanged.
