DOMINION ENERGY KEWAUNEE, INC.
SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 MILLSTONE POWER STATION UNITS 2 AND 3 KEWAUNEE POWER STATION GENERIC LETTER 2008-01, MANAGING GAS ACCUMULATION IN EMERGENCY CORE COOLING, DECAY HEAT REMOVAL, AND CONTAINMENT SPRAY SYSTEMS THREE-MONTH RESPONSE CONTAINING ALTERNATIVE ACTIONS Generic Letter (GL) 2008-01 requires a nine-month written response providing the information requested in the GL.
A three-month written response is required if a licensee proposes an alternative course of action, including schedule considerations.
In a telephone conversation between the NRC (Mr. J. S. Wermiel) and Dominion (Mr. D. A. Sommers) on April 3, 2008, the NRC staff agreed to a thirty-day extension (i.e., until May 11,2008) for Dominion to submit the GL 2008-01 three-month response in order to address evolving positions on confirmatory walkdowns.
A letter confirming this agreed upon extension was transmitted to the NRC on April 7,2008 (Dominion Serial No. 08-0013).
The purpose of this letter is to inform the NRC that a portion of the Dominion fleet will not complete all the activities that will be discussed in the nine-month response to GL 2008-01 before the required nine-month response date (i.e., October 10, 2008).
All the activities requested by the Generic Letter will be complete by the required response date with the exception of confirmatory walkdowns inside containment. Specifically, Dominion's completion of walkdowns to confirm gas accumulation management plans on associated systems are needed in fall 2008 and spring 2009 refueling outages at four units in the Dominion fleet.
These unit outages are not aligned with the requested response schedule for GL 2008-01, and are as follows:
Millstone Power Station Unit 3 (MPS-3):
North Anna Power Station Unit 2 (NAPS-2):
North Anna Power Station Unit 1 (NAPS-i):
Surry Power Station Unit 1 (SPS-1):
fall 2008 fall 2008 spring 2009 spring 2009
Serial No. 08-0013A Docket Nos. 50-280/281, 338/339, 336/423, 305 Page 2 of 3 Dominion will provide a response to GL 2008-01, consistent with the Generic Letter's requested schedule by October 10, 2008 that will address the required aspects of the Generic Letter for the Dominion fleet. However, Dominion requests additional time after completion of the confirmatory walkdowns in the falll 2008 and spring 2009 outages to submit supplemental responses. The first supplemental response (containing information on MPS-3 and NAPS-2) will be submitted by January 15, 2009 and the second supplemental response (containing information on NAPS-1 and SPS-1) will be submitted by July 15, 2009.
Please contact Mr. David A. Sommers at (804) 273-2823 if you have any questions or require additional information.
Sincerely,
~?~~?a~6 Vice President Nuclear Engineering Virginia Electric and Power Company Dominion Nuclear Connecticut, Inc.
