Acceptance Review for Relief Requests

Mike, By letters dated September 30, 2008, FPL Energy Seabrook submitted relief requests for the Seabrook Station, Unit No. 1. The first request would allow the use of a subsequent edition and addenda of the ASME Code and the second would allow for reduced ISI requirements of the pressurizer vessel welded attachments due to impracticality (TAC Nos. MD9781 and MD9783).

The purpose of this e-mail is to provide you with the results of the Nuclear Regulatory Commission (NRC) staff's acceptance review of these submittals. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your submittals and concluded that it does provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and protection of public health and safety and the environment.

The other two relief requests submitted on September 30, 2008 are still undergoing their acceptance review. There will be a separate correspondence to communicate the results of those acceptance reviews.
