SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 CLOSEOUT OF GENERIC LETTER 2007-01, "INACCESSIBLE OR UNDERGROUND POWER CABLE FAILURES THAT DISABLE ACCIDENT MITIGATION SYSTEMS OR CAUSE PLANT TRANSIENTS" (TAC NOS.

MD4377 AND MD4378)

Dear Mr. Ridenoure:

On February 7,2007, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2007-01, "Inaccessible or Underground Power Cable Failures That Disable Accident Mitigation Systems or Cause Plant Transients" (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070360665). GL 2007-01 requested that licensees provide the following information within 90 days of the date of the GL:

(1) A history of inaccessible or underground power cable failures for all cables that are within the scope of Section 50.65 of Title 10 of the Code of Federal Regulations (10 CFR 50.65, the Maintenance Rule) and for all voltage levels including the cable type, cable manufacturer, date of failure, type of service, voltage class, years of service, and the root causes for the failure; and (2) A description of all inspection, testing, and monitoring programs to detect the degradation of inaccessible or underground power cables that support emergency diesel generators (EDGs), offsite power, emergency service water (ESW), service water, component cooling water, and other systems that are within the scope of 10 CFR 50.65 (the Maintenance Rule).

In your letters dated May 7, 2007 (ADAMS Accession No. ML071350235), and February 14, 2008 (ADAMS Accession No. ML080510200), you provided the information requested in GL 2007-01 and the subsequent request for additional information including:

(1) A history of inaccessible or underground power cable failures for all cables that are within the scope of 10 CFR 50.65 (the Maintenance Rule) and for all voltage levels including the cable type, cable manufacturer, date of failure, type of service, voltage class, years of service, and the root causes for the failure; and (2) A description of all inspection, testing, and monitoring programs to detect the degradation of inaccessible or underground power cables that support EDGs,

Based on this review, your response to GL 2007-01 is considered closed and no further action is requested of you at this time.
