In accordance with 10 CFR 50.55a(g)(4)(ii), Carolina Power and Light Company, doing business as Progress Energy Carolinas, Inc., submits the Harris Nuclear Plant (HINP)

Inservice Inspection (ISI) Program and associated Relief Requests for the third ten-year ISI interval. This ISI Program has been prepared in accordance with Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel (B&PV) Code, 2001 Edition with addenda through 2003, except where specific relief from the B&PV Codes has been requested. HNP's third ten-year ISI interval, which commenced on May 2, 2007, will end on May 1, 2017.

Requests for relief pursuant to 10 CFR 50.55a(a)(3) are included in Section 8 of Enclosure 1 (Volume 1 - Program Plan). Relief request 13R-01, which was authorized by the NRC (ML072760737) on October 10, 2007, is included in this Program Plan for completeness. No further action on 13R-01 is required.

The relief requests submitted for approval (13R-02, 13R-03 and 13R-04) are duplicated as of this submittal for convenience in NRC review.

Relief Request 13R-02 is for the Risk-Informed selection of piping welds. This relief request is requesting the same type of relief as was authorized by the NRC (ML060390556) on March 8, 2006, for the second interval ISI Program.

Relief Request 13R-03 is for the seal leak-off line from the flange of the Reactor Vessel.

Relief Request 13R-04 is for the Class 1 enid of interval pressure test, and requests the same type of relief as was authorized by the NRC (ML060870387) on April 17, 2006, for the second interval ISI Program.

This document contains no new regulatory commitments.
