Davis-Besse Nuclear Power Station, Unit 1 Docket Number 50-346, License Number NPF-3 Submittal of Examination Documentation for the Initial Licensed Operator Examination Conducted at the Davis-Besse Nuclear Power Station On Thursday, February 28, 2008, the Nuclear Regulatory Commission (NRC) held a Debrief Meeting at the Davis-Besse Nuclear Power Station (DBNPS) Training Center following the NRC's onsite portion of the Initial Licensed Operator Exam. Additional written exams were administered by the DBNPS on Friday, February 29, 2008. The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Mr. Robert C. Hovland, Training Manager. Note that any examination waivers have been addressed in separate correspondence.
The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9 of NUREG-1021, Operator Licensing Examination Standards for Power Reactors, during the weeks of February 18, 2008, February 25, 2008, or March 3, 2008. The NRC staff will administer the operating tests during the weeks of February 18 and February 25,2008.

Dear Mr. Bezilla:
In a telephone conversation on October 2, 2007, between Mr. C. Steenburgen, Operations Training Superintendent and Mr. N. Valos. Senior Operations Engineer, arrangements were made for the administration of licensing examinations at the Davis-Besse Nuclear Power Station the weeks of February 18 and February 25, 2008. In addition, the NRC will make an examination validation visit to your facility the week of January 21, 2008.
As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC regional office will discuss with your staff any changes that might be necessary before the examinations are administered.
To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by November 26, 2007. The written examinations, operating tests, and the supporting reference materials identified in Attachment 2 to ES-201 will be due by January 2, 2008.
Pursuant to 10 CFR 55.40(b)(3), of the Code of Federal Regulations ( I O CFR 55..40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.
In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402. and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.
Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.
To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 31 50-0090). medical certifications (OMB approval number 31 50-0024),
and waiver requests (if any) (OMB approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS:

Dear Mr. Bezilla:
In a letter dated May 10, 2006, (Serial # 3254), your staff requested we re-schedule the initial license operator examination currently scheduled during the month of September 2007.
Because of scheduling conflicts, we were not able to honor your primary date request.
However, we were able to support the alternate date you provided. We have tentatively re-scheduled the requested examination to occur during the weeks of February 18, 2008, and February 25, 2008. On-site validation of the examination is tentatively scheduled to occur at the station during the week of January 28, 2008. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.
Your letter scheduling the September 2007 examination indicated your staff will prepare the written examination and operating tests. We are assuming you still intend to develop the examination re-scheduled to February 2008. The Davis-Besse Nuclear Power Station (DBNPS) hereby rescinds information submitted on NRC Fonii 536, Operator Licensing Examination Data, under letter Serial Number 3 199, dated October 14, 2005, in response to NRC Regulatory Issue Summary 2005-1 9, "Preparation and Scheduling of Operator Licensing Examinations." The rescinded submittal proposed an Initial Operator License Examination date of September 10, 2007.
A revised NRC Form 536, Operator Licensing Examination Data, (Enclosure I ) provides amended infonnation through calendar year 2009 for Operator Licensing Examinations and information tluougli calendar year 2007 for the Generic Fundamentals Examination. The 2008 examination is expected to be ready for NRC review during October or November, 2007.
