DUANE ARNOLD ENERGY CENTER - GENERIC LETTER 2008-01, MANAGING GAS ACCUMULATION IN EMERGENCY CORE COOLING, DECAY HEAT REMOVAL, AND CONTAINMENT SPRAY SYSTEMS, RESPONSE TO EXTENSION REQUEST (TAC NO. MD7824)
Dear Mr. Kundalkar:
Generic Letter (GL) 2008-01, Managing Gas Accumulation In Emergency Core Cooling, Decay Heat Removal, and Containment Spray Systems, requests licensees to submit information to demonstrate that the emergency core cooling, decay heat removal, and containment spray systems are in compliance with the applicable regulatory requirements, and that suitable design, operational, and testing control measures are in place for maintaining this compliance. The GL 2008-01 states that each licensee is requested to submit a written response to the Nuclear Regulatory Commission (NRC) within 9-months to provide requested information and that if a licensee cannot meet the requested 9-month response date, a 3-month written response is required that describes the alternative course of action that it proposes to take, including the basis for the acceptability of the proposed alternative course of action.
By letter dated April 9, 2008, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML081050251) you stated, on behalf of the licensee, FPL Energy Duane Arnold Energy Center, LLC (DAEC) that you had reached agreement in a telephone call on April 3, 2008, with the NRCs Division of Safety Systems (Jared Wermiel is the Deputy Director of the Division of Safety Systems, DSS) to extend the date for the 3-month response to May 11, 2008. You stated that your request for extension was to ensure a sound understanding of the alternative courses of actions, including those associated with performance of detailed piping walk downs.
This letter is to formally acknowledge the approval of the requested extension to the due date for submitting the 3-month response to GL 2008-01 and to document the telephone call with the NRC staff. Specifically, on April 3, 2008, you requested an extension for providing the above 3-month response for DAEC from April 11, 2008, to on or before May 11, 2008. The NRC staff finds that your justification to extend the due date for the 3-month written response to GL 2008-01 is acceptable, and your extension request is granted. This letter does not alter or change the required 9-month response date of October 11, 2008. The NRC staff will evaluate your alternate plans (3-month response) for responding to GL 2008-01 after receipt and will
