The Nuclear Regulatory Commission (the Commission) has issued the enclosed Amendment No. 152 to Facility Operating License No. NPF-72 and Amendment No. 152 to Facility Operating License No. NPF-77 for the Braidwood Station, Units 1 and 2, respectively, and Amendment No. 156 to Facility Operating License No. NPF-37 and Amendment No. 156 to Facility Operating License No. NPF-66 for the Byron Station, Unit Nos. 1 and 2, respectively, and Amendment No. 180 to Facility Operating License No. NPF-62 for the Clinton Power Station Unit No. 1, and Amendment No. 228 to Renewed Facility Operating License No. DPR-19 and Amendment No. 220 to Renewed Facility Operating License No. DPR-25 for Dresden Nuclear Power Station, Units 2 and 3, respectively, and Amendment No. 189 to Facility Operating License No. NPF-11 and Amendment No. 176 to Facility Operating License No.

The amendments are in response to your application dated July 19, 2007, as supplemented on July 7, 2008.
The amendments will change the licensed operator training, qualification education and experience eligibility requirements in the Technical Specifications to correspond to the eligibility requirements contained in the National Academy for Nuclear Training Academy Document, ACAD 00-003, Revision 1, Guidelines for Initial Training and Qualification of Licensed Operators, dated April 2004.
A copy of the Safety Evaluation is also enclosed. The Notice of Issuance will be included in the Commission's biweekly Federal Register notice.

1.0 INTRODUCTION
By letter to the Nuclear Regulatory Commission (NRC, the Commission) dated July 19, 2007, as supplemented on July 7, 2008, Exelon Generation Company, LLC (Exelon) and AmerGen Energy Company (AmerGen) (together, the licensee) submitted a license amendment request (LAR) to revise Technical Specifications (TS) Sections 5.3.1, Facility Staff Qualifications, or TS 6.3.1, AUnit Staff Qualifications,@ as applicable for Braidwood Station, Units 1 and 2 (Braidwood);
Byron Station, Units Nos. 1 and 2 (Byron); Clinton Power Station, Unit No. 1 (Clinton); Dresden Nuclear Power Station, Units 2 and 3 (DNPS); LaSalle County Station, Units 1 and 2 (LaSalle);
Oyster Creek Nuclear Generating Station (Oyster Creek); Peach Bottom Atomic Power Station, Units 2 and 3 (PBAPS); Quad Cities Nuclear Power Station, Units 1 and 2 (Quad Cities), and Three Mile Island Nuclear Station, Unit 1 (TMI-1). The LAR proposes to revise educational and experience requirements for operator license applicants in the licensees= TSs. The TSs are being revised to reference the licensees July 19, 2007, application for the adoption of the National Academy for Nuclear Training (NANT) Academy Document, ACAD 00-003, Revision 1, Guidelines for Initial Training and Qualification of Licensed Operators. The proposal will bring the education and experience requirements for Exelon and AmerGens licensed operator applicants in alignment with current industry practices and facilitate the development of a pre-initial licensed operator training (ILT) program.
2.0 REGULATORY EVALUATION
On March 20, 1985, the NRC issued the Commission Policy Statement on Training and Qualification of Nuclear Power Plant Personnel, which endorsed the training accreditation process and the NANT guidelines. In Generic Letter 87-07, Information Transmittal of Final Rulemaking for Revisions to Operator Licensing - 10 CFR 55 and Conforming Amendments, dated March 19, 1987, and in NUREG-1262, Answers to Questions at Public Meetings Regarding Implementation of Title 10, Code of Federal Regulations [10 CFR], Part 55 on Operators' Licenses, published November 1987, the NRC indicated it would accept a facilitys licensed operator training program if the facility certified in writing that the program was accredited and based on a systems approach to training (SAT).
This certification would supersede the requirement of American National Standards Institute (ANSI) N18.1-1971, Selection and Training of Nuclear Power Plant Personnel, and ANSI/ANS-3.1-1978, "Selection, Qualification and Training of Personnel for Nuclear Power Plants. Facility licensees were advised to submit a request to the NRC for an administrative change to their licensing documents to revise or delete, as appropriate, the requirements that had been superseded.
In 1992, the NRC published its proposed rule 10 CFR 50.120, Training and Qualification of Nuclear Power Plant Personnel. The proposed rule stated that, if adopted, the rule would supersede the Policy Statement on Training and Qualification of Nuclear Power Plant Personnel and would not result in any change to accredited programs. The Commission concluded that accredited programs, implemented consistent with industry objectives and criteria would be in compliance with this regulation. In April 1993, the NRC published its final rule on training and qualification of nuclear power plant personnel. The rule requires nuclear power plant licensees to establish, implement, and maintain SAT-based training programs for nine non-licensed positions. Accreditation of these nine training programs is an acceptable means of meeting the requirements of 10 CFR 50.120.
On January 18, 2001, the NRC staff published Regulatory Issue Summary (RIS) 2001-01, Eligibility of Operator License Applicants, to familiarize licensees with the NRC's current guidelines for the qualification and training of reactor operator (RO) and senior reactor operator (SRO) license applicants. RIS 2001-01 acknowledged that 10 CFR 55.31(a)(4) allows the NRC to accept an application for an operator=s license if the facility licensee certifies that the applicant has successfully completed a Commission-approved SAT-based training program. In addition, RIS 2001-01 stated that: (1) a training program would be considered approved by the NRC when it receives or renews accreditation from the National Nuclear Accrediting Board (NNAB);
(2) accreditation of operator training programs suggests that facilities are implementing the education and experience guidelines endorsed by the NNAB; (3) NANT guidelines for education and experience (those in effect in 1987 or those issued in January 2000) outline acceptable methods for implementing the Commission's regulations; and (4) licensees are encouraged to review their requirements and commitments related to licensed operator and senior operator education and experience, and to update their documentation (e.g., Final Safety Analysis Report, Technical Specifications, and training program descriptions) to enhance consistency and minimize confusion."
In April 2004, NANT issued additional guidance, ACAD 00-003, Revision 1, to clarify the January 2000 NANT guideline. The revised NANT guideline provides additional guidance and clarification for RO and SRO equivalent experience. This includes an individual spending at least 6 months as a non-licensed operator on site before enrolling in the licensees reactor operator licensing program.
3.0 TECHNICAL EVALUATION
The changes proposed by the licensee revise the facility staff qualification education and experience eligibility requirements for operator license applicants at Braidwood, Byron, Clinton, DNPS, LaSalle, Oyster Creek, PBAPS, Quad Cities, and TMI-1. The changes update requirements that were based on licensed operator training programs accredited by the Institute of Nuclear Power Operations and have now become outdated. The requirements for all other facility staff qualifications remain unchanged.
As stated in the July 19, 2007, amendment application, as supplemented on July 7, 2008, the licensed operator training programs and the training programs required by 10 CFR 50.120 at Braidwood, Byron, Clinton, DNPS, LaSalle, Oyster Creek, PBAPS, Quad Cities, and TMI-1 are accredited by the NNAB and are based on a SAT.
In its July 19, 2007, application, the licensee stated the amendments will revise licensed operator education and experience eligibility regulatory requirements at each site to be consistent with the revised NANT guidance, and to allow time spent in pre-initial licensed operator training (pre-ILT) program to count toward the NANT on-site experience requirements for licensed operator trainees.
The NRC staff held a conference call on June 10, 2008, with the licensees staff to clarify NRC staff questions about the pre-ILT program's length, content, participants (ROs, SROs, or both),
and how the program for each site would count time spent in pre-ILT training toward on-site experience. In a letter dated July 7, 2008, the licensee supplemented its initial application to describe the training associated with the pre-ILT program. The licensee stated that the pre-ILT program is intended to improve the basic understanding and knowledge of candidates, who were licensed as SROs at previous sites, at the current site. The pre-ILT program may include activities such as a two or three week basic systems course, completion of a plant familiarization guide, and participation in job performance measures. The licensee also stated that the pre-ILT program will be conducted at the beginning of the 6-month site familiarization period so that the SRO candidates will become knowledgeable of site operations and activities prior to entering the formal operator licensing training program. The pre-ILT program is not meant to replace the 6-month experience period, but to increase the effectiveness of the SROs site familiarization experience.
The NRC staff reviewed the information provided by the licensee and concludes that the revised requirements in TS 5.3.1 or TS 6.3.1, as applicable, are acceptable as the revised requirements conform to RO and SRO license eligibility criteria and standards acceptable to the NRC. In addition, the revisions to the facility-specific TSs for unit staff qualifications remain consistent with 10 CFR Part 55, since the facilities licensed operator training programs remain accredited and continue to be based on a SAT-based program. The amendment request for each site continues to meet 10 CFR 50.120.
4.0 STATE CONSULTATION
In accordance with the Commission's regulations, the Illinois, Pennsylvania, and New Jersey State official were notified of the proposed issuance of the amendment. The State officials had no comments.
5.0 ENVIRONMENTAL ASSESSMENT The amendments change requirements with respect to installation or use of a facility=s components located within the restricted area as defined in 10 CFR Part 20. The NRC staff has determined that the amendments involve no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that the amendments involve no significant hazards consideration, and there has been no public comment on such finding (72 FR 68212). Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.
6.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission=s regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
