Purpose of Todays Meeting Discuss Constellations Plant Performance for 2007 Discuss the NRCs inspection review for the supplemental inspection associated with the 2007 Yellow performance indicator in the Emergency Preparedness cornerstone Provide Constellation the opportunity to respond to the NRCs Annual Performance Assessment and identify new or existing programs to maintain or improve their performance Provide stakeholders the opportunity to engage the NRC staff on plant performance issues and our role in ensuring safe plant operations

2007 Ginna PIs / Findings One Yellow Performance Indicator (PI) in the Emergency Preparedness cornerstone during the 1st quarter of 2007 All other PIs were Green Seven Green inspection findings Examples include Inadvertent Main Steam Isolation Valve Closure Repeat Standby Auxiliary Feedwater Gasket Leakage

NRC Annual Assessment Summary Constellation operated the plant safely and in a manner that preserved public health and safety and protected the environment Ginna was in the Licensee Response column of the NRCs Action Matrix for the last three quarters of 2007 and the Degraded Cornerstone column in the 1st quarter of 2007 All cornerstone objectives were fully met NRC plans baseline inspections for the remainder of 2008

Regulatory Performance Meeting and Supplemental Inspection Review 1st Quarter 2007 Yellow PI in the Emergency Preparedness Cornerstone

Purpose of Regulatory Performance Meeting Discuss the NRCs supplemental inspection results (IP 95002) in a public forum Provide opportunity for Constellation management to inform NRC of programs and corrective actions to improve performance

Yellow Performance Indicator (PI) -

Emergency Response Organization (ERO) Drill Participation During the 1st quarter of 2007, Constellation identified that the ERO Drill Participation PI had transitioned to Yellow due to control room communicators not receiving a post-qualification drill Constellation initiated immediate corrective measures and commenced a root cause evaluation team ERO Drill Participation PI returned to Green in the 2nd quarter of 2007

Supplemental Inspection Summary Overall, Constellation identified the broad organizational issues that contributed to the Yellow PI Constellation has addressed the Emergency Preparedness performance issues Constellations review identified an apparent violation associated with Ginna Emergency Plan changes that occurred between 1996 and 2001

Constellation was slow to recognize the extent of the organizational issues within the Emergency Preparedness organization Constellations review did not fully consider the potential impact of the organizational issues on other processes and programs Subsequently, Constellation has appropriate corrective actions identified or implemented to address all identified performance issues NRC Observations
