Beaver Valley Power Station, Unit No. 1 Docket No. 50-334, License No. DPR-66 Response to Confirmatory Action Letter No. NRR-07-011 (TAC No. MD4132)

By letter dated February 23, 2007 (L-07-031), the FirstEnergy Nuclear Operating Company (FENOC) provided information and commitments to the Nuclear Regulatory Commission (NRC) regarding actions to be taken at Beaver Valley Power Station (BVPS), Unit No. 1, for the pressurizer butt welds containing Alloy 82/182 material. This letter was in response to NRC concerns regarding the discovery of multiple circumferential indications in three dissimilar metal (DM) welds at the Wolf Creek Generating Station in October 2006. The NRC provided confirmation of FENOC's commitments, and requested notification of commitment completion in a Confirmatory Action Letter dated March 20, 2007 (TAC No. MD4132).

The actions and commitments contained in FENOC's February 23, 2007 letter, as confirmed and clarified by the NRC Confirmatory Action Letter dated March 20, 2007, have been completed.

During the Fall 2007 BVPS Unit No. 1 Refueling Outage, FENOC completed the mitigation activities and required inspections as stated in Commitment No. 1 of FENOC Letter L-07-031. FENOC completed the planned pressurizer structural weld overlay work scope, which included the application of structural weld overlays to the pressurizer spray nozzle, relief nozzle, and three safety nozzles. Following the application of the overlays, ultrasonic examinations were performed using techniques and personnel qualified in accordance with the Electric Power Research Institute (EPRI) Performance Demonstration Initiative (PDI) protocol. The final weld overlay ultrasonic examinations were completed on October 15, 2007 with no recordable indications identified in any of the weld overlays or required underlying base material.

Beaver Valley Power Station, Unit No. 1 L-08-014 Page 2 Additionally, FENOC implemented the enhanced Reactor Coolant System (RCS) leakage monitoring program elements described in Commitment No. 2 of FENOC Letter L-07-031, with the clarification described in the NRC's March 20, 2007 Confirmatory Action Letter. FENOC implemented the program elements at BVPS Unit No. 1 for the period beginning March 1,2007 and ending with the completion of Alloy 82/182 pressurizer butt weld mitigation activities during the Fall 2007 refueling outage. The required action level responses detailed in the commitment were not entered during this period of operation. The enhanced RCS leakage monitoring program, including all program elements described in Commitment No. 2 and the clarification described in the NRC's March 20, 2007 Confirmatory Action Letter, is no longer in effect with the completion of the pressurizer structural weld overlay work scope during the Fall 2007 refueling outage.

Finally, Commitment No. 3 of FENOC Letter L-07-031 stated that the NRC would be notified, in writing, in advance of any changes to these commitments. No changes were made to the commitments, and thus no NRC notification was required.
