MILLSTONE POWER STATION, UNIT NOS. 2 AND 3 - NRC GENERIC LETTER 2006-01: STEAM GENERATOR TUBE INTEGRITY AND ASSOCIATED TECHNICAL SPECIFICATIONS (TAC NOS. MD0088 AND MD0089)

Dear Mr. Christian:

On January 20, 2006, the U.S. Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 2006-01, Steam Generator [SG] Tube Integrity and Associated Technical Specifications

[TSs], located in the Agencywide Document Access and Management System (ADAMS),

Accession No. ML060200385. This GL requested that addressees either submit a description of their program for ensuring SG tube integrity for the interval between inspections or adopt alternative TS requirements for ensuring SG tube integrity.

By letter dated February 15, 2006, Dominion Nuclear Connecticut, Inc, the licensee for Millstone Power Station, Unit Nos. 2 and 3 (Millstone 2 & 3), submitted a response to GL 2006-01 (ADAMS Accession No. ML060460548). This response provided a regulatory commitment to submit a request to modify the SG portion of the TS. By application to the NRC dated May 31, 2006, as supplemented by letters dated February 14, 2007, and April 26, 2007 (ADAMS Accession Nos. ML061560312, ML070460048, and ML071170385 respectively), the licensee requested changes to the TSs for Millstone 2 & 3 to adopt the alternative TS requirements for ensuring SG tube integrity. The new TSs were modeled after Technical Specification Task Force (TSTF) Traveler, TSTF-449, Steam Generator Tube Integrity (ADAMS Accession No. ML051090200). On May 31, 2007, the NRC staff issued Amendment Nos. 299 and 238 to Millstone 2 & 3 Facility Operating Licenses, respectively, which approved the new SG TSs (ADAMS Accession No. ML071380264).

D. Christian The NRC staff finds the licensees adoption of new SG TSs modeled after TSTF-449 to be an acceptable and complete response to GL 2006-01. This completes the NRC staffs efforts on TAC Nos.
