The licensee's exception is acceptable. The guidance was general and I agree that part of it does not apply to the Vogtle submittal.

Thank you for your very prompt response. The meteorological data will conform to the attached guidance with one exception that is not applicable.
The following item from the guidance is not applicable:
- Clearly define the Exclusion Area Boundary (EAB) and outer boundary of Low Population Zone (LPZ) centerline distance(s) from the nuclear plant analyzed.
The recalculated X/Q values are only applicable to the control room dose analysis. They are not applicable to the offsite dose analyses. The current licensing basis values as documented in the FSAR remain applicable to the offsite dose analyses.
We will clearly state this in our submittal package.

- Siva, Attached is a one-page document provided by the meteorology reviewer to give guidance to the licensee what to provide to complete the submittal.
If Vogtle provides the requested information, then we should be able to find the submittal acceptable for review. This is guidance that, if the licensee provides the information in the attached document, then the number of RAIs should also be reduced.

Evangelos Marinos; Michelle Hart; Robert Martin; Tim McGinty Guidance for Meteorological Data Submitted for a License Amendment Relative to meteorological analyses, a licensee should provide sufficient information to NRC in order for staff to conduct a complete review of an amendment (e.g., AST submittal) to a current licensing basis request pursuant to guidance provided in the following documents:
RG 1.145 RG 1.194 NUREG/CR-2858 NUREG/CR-6331 The data presented (i.e., /Q values) should provide a basis for all assumptions made and include these justifications in the submittal.
Meteorological data for use as input to PAVAN and ARCON96 computer codes should include the following:
Annual period of meteorological data used for analysis (e.g., June 1996 through December 2000).
Upper and lower height wind speed measurements (in meters)
Upper and lower height wind direction measurements (in degrees).
Valid wind direction data should range from 1 to 360 because ARCON96 assumes wind data identified as 0 to be invalid or missing data.
Atmospheric stability measured via delta Temperature (T) between the upper and lower measurement heights.
Current default input values as specified in the guidance documents for PAVAN (NUREG/CR-2858) and ARCON96 (NUREG/CR-6331).
Specify release mode (i.e., ground or elevated) for analysis.
Source-Receptor configuration details (i.e., direction, distance (m), intake height (m), release height (m), building area (m2)). Note if used straight-line distance or other methodology (e.g., taut string).
Clearly define the Exclusion Area Boundary (EAB) and outer boundary of Low Population Zone (LPZ) centerline distance(s) from the nuclear plant analyzed.
Post ARCON96 and PAVAN analysis, the licensee should provide a copy of the output files for these runs to NRC with a compilation table(s) of the limiting
/Q values at the EAB, LPZ, and Control Room (CR).
NOTE: Staff prefers the licensee to submit all data in electronic format via CD, particularly referring to meteorological input and output data files.
Reference to current /Q values in the licensees UFSAR is helpful in the analysis performed by staff.
