NEI 04-02, Section 4.3.1, Fundamental Fire Protection Program and Design Elements Transition Review, appendices to list acceptable interpretations to the NFPA 805 standard (future).

Circumstances requiring guidance interpretation or new guidance:

Clarification of NFPA-805, Standard for Fire Protection for Light Water Reactor Electric Generating Plants (2001 Edition), Chapter 3, Section 3.3.11 Electrical Equipment, Adequate clearance, free of combustible material, shall be maintained around energized electrical equipment.

Specifically, describe an acceptable process for establishing adequate clearance, and an acceptable application group or equipment set of energized electrical equipment which this process would be applied to. This process will be used to determine the appropriate level and detail of reviews associated with NFPA 805, Chapter 3 transition.

This FAQ asks for clarification of the term, adequate clearance around energized electrical equipment, as stated in NFPA 805, Chapter 3, Section 3.3.11. Absent existing guidance, and in consideration of the variety of circumstances that might be presented during transition review and future plant operations, a process for determining applicability is believed to be more beneficial than parameter based criteria.

Existing plant administrative controls address transient combustibles staged, or temporarily placed, for planned work or work in progress. Transient combustibles are typically attended, except during brief periods for breaks, lunches or shift change, and are not the focus of this FAQ. As such an equivalent level of prevention, to clearance, is provided by the administrative control. For routine operations, and extended periods of unattended storage, the following process would satisfy the NFPA 805 requirement.

Adequate clearance is a clear space around equipment to ensure an acceptable level of fire prevention for Structures, Systems or Components (SSCs) necessary to ensure the Nuclear Safety Performance Criteria. This clear space or distance is maintained such that combustible material does not reside in an area where transient fuel packages have been shown to adversely affect energized electrical equipment needed to meet the nuclear safety performance criteria for the fire zone/area, either as an ignition source or target set.

As follows; Clarification of NFPA 805 specific sections as applied under NEI 04-02, to be included in (New) Appendix K, to NEI 04-02 upon approval of specific clarification (final formatting to be provided by NEI).
