REQUEST FOR ADDITIONAL INFORMATION ON THE PROPOSED AMENDMENT TO REVISE LOSS OF VOLTAGE SIGNAL RELAY REPLACEMENT (TAC NOS. MD5112 AND MD5113)

Dear Mr. Rosenblum:

By letter dated March 30, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070930597), Southern California Edison submitted an application to change the San Onofre Nuclear Generating Station, Units 2 and 3, Technical Specifications, "Diesel Generator-Undervoltage Start," Surveillance Requirements 3.3.7.3.b to lower the allowable operating time and narrow the allowable operating voltage band of the loss of voltage function.

After reviewing your request, the Nuclear Regulatory Commission staff has determined that additional information outlined in the enclosure is needed to complete the review. We discussed this information with your staff by telephone and they agreed to provide the additional information requested within 45 days of the receipt of this letter.

1.

Describe the criteria for determining the voltage and time delay setpoints of the loss of voltage signal (LOVS) relay.

2.

Provide a calculation for the time delay setting of the LOVS relay.

3.

Confirm that the LOVS relay will not spuriously trip during the starting of the largest motor concurrent with low grid voltage.

4.

Provide the complete model number and the inverse timing characteristic curves of the new LOVS relay.
