Dear Mr. Rosenblum:

By letter dated March 30, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070930597), Southern California Edison submitted an application to change the SONGS 2 and 3, Technical Specifications (TS), "Diesel Generator-Undervoltage Start", Surveillance Requirements 3.3.7.3.b to lower the allowable operating time and narrow the allowable operating voltage band of the loss of voltage function.

After reviewing your request, the Nuclear Regulatory Commission staff has determined that additional information outlined in the enclosure is needed to complete the review. We discussed this information with your staff by telephone and they agreed to provide the additional information requested within 30 days of the receipt of this letter.

Enclosure REQUEST FOR ADDITIONAL INFORMATION SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 TECHNICAL SPECIFICATIONS CHANGES FOR DIESEL GENERATOR UNDERVOLTAGE START INSTRUMENTATION TAC NOS. MD5112 AND MD5113 The license amendment request (LAR) proposes the following changes to Technical Specifications (TSs) 3.3.7, Diesel Generator (DG) - Undervoltage Start, Surveillance Requirements 3.3.7.3.b:

Revise the operating range of the Loss of Voltage Function from $3554 V and

  1. 3796 V to $ 3594.1 V and # 3745.2 V.

Change the Time Delay from $ 0.75 seconds and # 1.0 seconds at 0 V to

$ 0.26 seconds and # 0.71 seconds at 57 V with initial voltage of 115.5 V.

To support NRCs assessment of the acceptability of the LAR in regard to these setpoint changes, please provide the following for each setpoint to be modified:

1.

Setpoint Calculation Methodology: Provide documentation (including sample calculations) of the methodology used for establishing the limiting setpoint (or NSP) and the limiting acceptable values for the as-found and as-left setpoints as measured in periodic surveillance testing described below. Indicate the related Analytical Limits and other limiting design values (and the sources of these values) for each setpoint.

Describe the measures to be taken to ensure that the associated instrument channel is capable of performing its specified safety functions in accordance with applicable design requirements and associated analyses. Include in your discussion information on the controls you employ to ensure that the as-left trip setting after completion of periodic surveillance is consistent with your setpoint methodology. Also, discuss the plant corrective action processes (including plant procedures) for restoring channels to operable status when channels are determined to be inoperable or operable but degraded. If the controls are located in a document other than the TS (e.g., plant test procedure), describe how it is ensured that the controls will be implemented.
