Dear Sir:
We have written numerous Nuclear Safety Concerns (NSC's) regarding the pressurizer surge line, safety and relief nozzles. Many of these NSC's where submitted internally to SONGS engineering in the 1990's. We have always felt that the NRC and SONGS had failed to respond properly to these Concerns. We have been reviewing ML070650450 (San Onofre, Units 2 & 3 Inspection and Mitigation of Alloy 82/182 Pressurizer Butt Welds). Based on review of this document we believe that the NRC and SONGS are gambling on the integrity of the SONGS reactor coolant system boundary much like that which occurred at Davis-Besse. SONGS is making poor judgment by claiming that an effective leakage monitoring program can detect and correct defects before piping failure might occur. SONGS Unit 2 should be shutdown immediately and remain shutdown until it meets the Material Reliability Program (MRP)- 139 guidance. SONGS Unit 3 should be shutdown immediately based on "unexpected defects" being identified within the initial weld overlay on the pressurizer surge line. Like Davis-Besse, SONGS is gambling when it claims "both SONGS Units 2 and 3 can be safety operated to their next refueling outages". If this gamble fails it will mean the end of any anticipated "nuclear renaissance". Why gamble again in hopes of saving a few dollars?
