RESPONSE TO YOUR LETTER DATED APRIL 30, 2007 - CONCERNS RELATING TO PRESSURIZER NOZZLES AND INTEGRITY OF THE REACTOR COOLANT PRESSURE BOUNDARY
Dear Mr. Mills:
By letter dated April 30, 2007 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML071920309), to the Office of the Inspector General (OIG) of the Nuclear Regulatory Commission (NRC), you described your concerns regarding the integrity of the San Onofre Nuclear Generating Station, Units 2 and 3 (SONGS 2 and 3) reactor pressure vessel (RPV) boundary. The OIG referred this matter to the NRC Office of Nuclear Reactor Regulation (NRR). In your letter, you requested that SONGS 2 and 3 should be shut down immediately and remain shutdown until the nuclear safety concerns are resolved.
In your letter, you also referred to the Exponent Failure Analysis Associates and Altran Solutions Corporation (jointly referred to as Exponent) Report Project Number BN63097.001, Review & Analysis of the Davis-Besse March 2002 Reactor Pressure Vessel Head Wastage Event. Details on NRCs review of the Exponent Report can be found in ADAMS under Accession No. ML071240254.
In addition, the First Revised NRC Order EA-03-009, Interim Inspection Requirements for Reactor Pressure Vessel (RPV) Heads at Pressurized Water Reactors, dated February 20, 2004, provides the current regulatory requirements for RPV head and associated vessel head penetration (VHP) nozzle inspections for all U.S. pressurized-water reactors. In accordance with EA-03-009, Part IV.B, Southern California Edison (the licensee for SONGS 2 and 3) assigned SONGS 2 and 3 to the High primary water stress-corrosion cracking (PWSCC) susceptibility category. All current High and Moderate PWSCC susceptibility category plants have performed volumetric examinations of their VHP nozzles within the past 2 1/2 years.
Where indications of PWSCC were found, all have been repaired, or the RPV head has been replaced.
G. Mills In summary, NRR has reviewed your concerns and has concluded that NRC requirements in conjunction with staff follow-up actions in response to the reported instance of wastage of the RPV head will continue to ensure reactor coolant pressure boundary integrity during normal operation, transients, and accident events.
