Fire Suppression Water System LCS 3.7.105 3.7 PLANT SYSTEMS LCS 3.7.105 Fire Suppression Water System The fire suppression water system shall be OPERABLE with:

a. Two electric motor-driven fire pumps, combined, and one diesel-driven fire pump, providing sufficient capacity to ensure an adequate supply of all required suppression systems with their discharge aligned to the fire suppression header, and
b. Two separate water supplies, of 313,200 gallons each, and
c. An OPERABLE flow path capable of taking suction from each water supply and transferring the water through distribution piping with OPERABLE sectionalizing control or isolation valves to each spray and/or sprinkler system, fire hose station or hydrant required to be OPERABLE, and
d. An OPERABLE seismically qualified pump capable of providing sufficient capacity to meet the post-seismic fire fighting requirements and an OPERABLE seismically qualified water source with a minimum capacity of 18,000 gallons.

VALIDITY STATEMENT: Revisions 4 and 12 effective 11/14/06, to be implemented within 60 days.

APPLICABILITY: At all times.

Fire Suppression Water System LCS 3.7.105 SURVEILLANCE REQUIREMENTS SURVEILLANCE FREQUENCY i

SR 3.7.105.1 The fire suppression water system shall be demonstrated OPERABLE:

a. By verifying the contained water 7 days supply volume.
b. By starting each electric motor- 31 days on a driven pump and operating it for at STAGGERED TEST least 15 minutes. BASIS
c. By verifying that each valve (manual, 3 months power-operated or automatic) in the flow path is in its correct position.
d. By cycling each testable valve in the 12 months flow path through at least one complete cycle of full travel.
e. By performing a system functional 18 months test which includes simulated automatic actuation of the system throughout its operating sequence, and:
1. Verifying performance of the fire pumps as follows:
a. Diesel engine drive pump meets required system design flow and pressure requ. rements.
b. Electric motor-driven pumps combined flow meets required system design flow and pressure requirements.

(3) SCE, pursuant to the Act and 10 CFR Part 70, to receive, possess, and use at any time special nuclear material as reactor fuel, in accordance with the limitations for storage and amounts required for reactor operation, as described in the Final Safety Analysis Report, as supplemented and amended; (4) SCE, pursuant to the Act and 10 CFR Parts 30, 40, and 70, to receive, possess, and use at any time any byproduct, source and special nuclear material as sealed neutron sources for reactor startup, sealed sources for reactor instrumentation and radiation monitoring equipment calibration, and as fission detectors in amounts as required; (5) SCE, pursuant to the Act and 10 CFR Parts 30, 40, and 70, to receive, possess, and use in amounts as required any byproduct, source or special nuclear material without restriction to chemical or physical form, for sample analysis or instrument calibration or associated with radioactive apparatus or components; and (6) SCE, pursuant to the Act and 10 CFR Parts 30, 40, and 70, to possess, but not separate, such byproduct and special nuclear materials as may be produced by the operation of San Onofre Nuclear Generating Station, Units 1 and 2 and by the decommissioning of San Onofre Nuclear Generating Station Unit 1.

C. This license shall be deemed to contain and is subject to the conditions specified in the Commission's regulations set forth in 10 CFR Chapter I and is subject to all applicable provisions of the Act and to the rules, regulations and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified or incorporated below:

(1) Maximum Power Level Southern California Edison Company (SCE) is authorized to operate the facility at reactor core power levels not in excess of full power (3438 megawatts thermal).

(2) Technical Specifications The Technical Specifications contained in Appendix A and the Environmental Protection Plan contained in Appendix B, as revised through Amendment No. 205, are hereby incorporated in the license. Southern California Edison Company shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.

E. SCE shall fully implement and maintain in effect all provisions of the Commission-approved physical security, training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). The combined set of plans, which contain Safeguards Information protected under 10 CFR 73.21 is entitled:

"San Onofre Nuclear Generating Station Security, Training and Qualification, and Safeguards Contingency Plan, Revision 0" submitted by letter dated October 19, 2004.

F. This license is subject to the following additional condition for the protection of the environment:

Before engaging in activities that may result in a significant adverse environmental impact that was not evaluated or that is significantly greater than that evaluated in the Final Environmental Statement, SCE shall provide a written notification of such activities to the NRC Office of Nuclear Reactor Regulation and receive written approval from that office before proceeding with such activities.

G. DELETED H. SCE shall notify the Commission, as soon as possible but not later than one hour, of any accident at this facility which could result in an unplanned release of quantities of fission products in excess of allowable limits for normal operation established by the Commission.

I. SCE shall have and maintain financial protection of such type and in such amounts as the Commission shall require in accordance with Section 170 of the Atomic Energy Act of 1954, as amended, to cover public liability claims.

On September 29, 1983, the Safeguards Contingency Plan was made a separate, companion document to the Physical Security Plan pursuant to the authority of 10 CFR 50.54.

Fire Suppression Water System LCS 3.7.105 3.7 PLANT SYSTEMS LCS 3.7.105 Fire Suppression Water System The fire suppression water system shall be OPERABLE with:

a. Two electric motor-driven fire pumps combined, and one diesel-driven fire pump, providing sufficient capacity to ensure an adequate supply of all required suppression systems with their discharge aligned to the fire suppression header, and
b. Two separate water supplies, of 313,200 gallons each, and
c. An OPERABLE flow path capable of taking suction from each water supply and transferring the water through distribution piping with OPERABLE sectionalizing control or isolation valves to each spray and/or sprinkler system, fire hose station or hydrant required to be OPERABLE, and
d. An OPERABLE seismically qualified pump capable of providing sufficient capacity to meet the post-seismic fire fighting requirements and an OPERABLE seismically qualified water source with a minimum capacity of 18,000 gallons.

VALIDITY STATEMENT: Revisions 4 and 12 effective 11/14/06, to be implemented within 60 days.

APPLICABILITY: At all times.

Fire Suppression Water System LCS 3.7.105 SURVEILLANCE REOUIREMENTS SURVEILLANCE FREQUENCY 1~

SR 3.7.105.1 The fire suppression water system shall be demonstrated OPERABLE:

a. By verifying the contained water 7 days supply volume.
b. By starting each electric motor- 31 days on a driven pump and operating it for at STAGGERED TEST least 15 minutes. BASIS
c. By verifying that each valve (manual, 3 months power-operated or automatic) in the flow path is in its correct position.
d. By cycling each testable valve in the 12 months flow path through at least one complete cycle of full travel.
e. By performing a system functional 18 months test which includes simulated automatic actuation of the system throughout its operating sequence, and:
1. Verifying performance of the fire pumps as follows:
a. Diesel engine drive pump meets required system design flow and pressure requirements.
b. Electric motor-driven pumps combined flow meets required system design flow and pressure requirements.

(3) SCE, pursuant to the Act and 10 CFR Part 70, to receive, possess, and use at any time special nuclear material as reactor fuel, in accordance with the limitations for storage and amounts required for reactor operation, as described in the Final Safety Analysis Report, as supplemented and amended; (4) SCE, pursuant to the Act and 10 CFR Parts 30, 40, and 70, to receive, possess, and use at any time any byproduct, source and special nuclear materials as sealed neutron sources for reactor startup, sealed sources for reactor instrumentation and radiation monitoring equipment calibration, and as fission detectors in amounts as required; (5) SCE, pursuant to the Act and 10 CFR Parts 30, 40, and 70 to receive, possess, and use in amounts as required any byproduct, source or special nuclear material without restriction to chemical or physical form, for sample analysis or instrument calibration or associated with radioactive apparatus or components; and (6) SCE, pursuant to the Act and 10 CFR Parts 30, 40, and 70, to possess, but not separate, such byproduct and special nuclear materials as may be produced by the operation of San Onofre Nuclear Generating Station, Units I and 3 and by the decommissioning of San Onofre Nuclear Generating Station Unit 1.

C. This license shall be deemed to contain and is subject to the conditions specified in the Commission's regulations set forth in 10 CFR Chapter I and is subject to all applicable provisions of the Act and to the rules, regulations and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified or incorporated below:

(1) Maximum Power Level Southern California Edison Company (SCE) is authorized to operate the facility at reactor core power levels not in excess of full power (3438 megawatts thermal)

(2) Technical Specifications The Technical Specifications contained in Appendix A and the Environmental Protection Plan contained in Appendix B, as revised through Amendment No. 197, are hereby incorporated in the license.

Southern California Edison Company shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.

E. SCE shall fully implement and maintain in effect all provisions of the Commission-approved physical security, training and qualification, and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). The combined set of plans, which contain Safeguards Information protected under 10 CFR 73.21 is entitled: "San Onofre Nuclear Generating Station Security, Training and Qualification, and Safeguards Contingency Plan, Revision 0" submitted by letter dated October 19, 2004.

F. This license is subject to the following additional condition for the protection of the environment:

Before engaging in activities that may result in a significant adverse environmental impact that was not evaluated or that is significantly greater than that evaluated in the Final Environmental Statement, SCE shall provide a written notification of such activities to the NRC Office of Nuclear Reactor Regulationand receive written approval from that office before proceeding with such activities.

G. DELETED H. SCE shall notify the Commission, as soon as possible but not later than one hour, of any accident at this facility which could result in an unplanned release of quantities of fission products in excess of allowable limits for normal operation established by the Commission.

I. SCE shall have and maintain financial protection of such type and in such amounts as the Commission shall require in accordance with Section 170 of the Atomic Energy Act of 1954, as amended, to cover public liability claims.

J. This license is effective as of the date of issuance and shall expire at midnight on November 15, 2022.

On September 29, 1983, the Safeguards Contingency Plan was made a separate, companion document to the Physical Security Plan pursuant to the authority of 10 CFR 50.54.
