Dear Mr. Crane:
The Nuclear Regulatory Commission (NRC) acknowledges the receipt of AmerGen Energy Company LLCs (AmerGens) responses to Generic Letter (GL) 2003-01, Control Room Habitability, dated December 9, 2003 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML033560302); September 30, 2004 (ADAMS Accession No. ML042740704); November 29, 2004 (ADAMS Accession No. ML043420211); and July 11, 2005 (ADAMS Accession No. ML051920406). This letter provides a status of AmerGens overall response and describes any additional information that may be necessary to consider the response to GL 2003-01 complete.
GL 2003-01 requested that AmerGen confirm that the control room meets its design bases (e.g.
General Design Criteria (GDC) 1, 3, 4, 5, and 19, draft GDC, or principal design criteria) with special attention to:
(1)
GL 2003-01, Item 1a: Determination of the most limiting unfiltered and/or filtered inleakage into the control room and comparison to values used in the design bases for meeting control room operator dose limits from accidents.
(2)
GL 2003-01, Item 1b: Determination that the most limiting unfiltered inleakage is incorporated into the hazardous chemical assessments.
(3)
GL 2003-01, Item 1b: Determination that reactor control capability is maintained in the control room or at the alternate shutdown location in the event of smoke.
(4)
GL 2003-01, Item 2: Provide information on any compensatory measures in use to demonstrate control room habitability, and plans to retire them.
AmerGen reported the results of American Society for Testing Materials E741-93, tracer gas tests, Standard Test Method for Determining Air Change in a Single Zone by Means of a Tracer Gas Dilution, for the Three Mile Island Nuclear Station Unit 1 (TMI-1) control room with the control building envelope in the emergency recirculation mode. AmerGen determined that the maximum tested value for inleakage into the control room envelope (CRE), was 233
(+/- 129) standard cubic feet per minute (scfm) which is below the value of 1000 scfm assumed in the design basis radiological dose analyses for control room habitability (CRH).
C. Crane AmerGen indicated that unfiltered inleakage into the CRE is not specifically incorporated into the hazardous chemical assessment because toxic gases are not considered to be a threat based on hazard screening performed on chemicals stored onsite or transported nearby.
AmerGen also indicated that reactor control capability is maintained from either the control room or the alternate shutdown panel in the event of smoke.
GL 2003-01, Item 1c further requested that AmerGen assess the technical specifications (TSs) to determine if they verify the integrity of the CRE, including ongoing verification of the inleakage assumed in the design basis analysis for CRH, and in light of the demonstrated inadequacy of a delta () P measurement to alone provide such verification. As permitted by GL 2003-01, AmerGen provided a schedule for revising the surveillance requirement in the TS to reference an acceptable surveillance methodology. In the July 11, 2005, response, AmerGen committed to evaluate and submit a license amendment request (LAR) based on the elements contained in Technical Specifications Task Force (TSTF) Traveler-448, Control Room Habitability, within 90 days following NRC approval of TSTF-448.
Information AmerGen provided indicated that there are no compensatory measures needed to be in place to demonstrate CRH. It also supported the conclusion that TMI-1 meets the GDC regarding CRH as documented in the UFSAR. Further, AmerGen committed to submit an LAR based on TSTF-448, following NRCs formal review and approval. Based on the above discussions, the response to GL 2003-01 is considered closed.
