Subject:

Exelon/AmerGen Notification of Deferral of the Commitment to Submit License Amendment Request Incorporating Requirement for Control Room Envelope Integrity Program into Technical Specifications

Reference:

Exelon/AmerGen 180-Day Response To NRC Generic Letter 2003-01, Control Room Habitability, dated December 9, 2003.

In the response to the NRC Generic Letter 2003-01, Control Room Habitability, dated December 9, 2003, Exelon Generation Company, LLC and AmerGen Energy Company, LLC (Exelon/AmerGen) committed to revise the Technical Specifications (TS) of the Facility Operating Licenses listed above to include a new Section 5/6 administrative program requirement for Control Room Habitability.

Exelon/AmerGen committed to submitting this license amendment request by September 30, 2004.

Exelon/AmerGen will submit the license amendment request incorporating a new administrative program requirement for Control Room Habitability (CRH) by November 30, 2004. This additional time is needed to complete work on the Control Room Envelope (CRE) Integrity Program document, which will support the TS administrative program requirement. The additional time will also allow us to employ appropriate change management techniques to ensure effective implementation at the nuclear plants listed above upon NRC approval. The proposed Technical Specifications required CRE Integrity Program will utilize guidance contained in Regulatory Guide 1.196, Control Room Habitability At Light-Water Nuclear Power Reactors, May 2003, and Nuclear Energy Institute (NEI) 99-03, Control Room Habitability Guidance, Revision 1, dated March 2003, to implement the appropriate programmatic requirements for maintaining control room envelope integrity at each plant.

As stated in the Reference above, existing TS and program requirements will continue to ensure compliance with applicable habitability regulatory requirements.
