October 12, 2006 Mr. Daniel J. Malone Site Vice President Palisades Nuclear Plant 27780 Blue Star Highway Covert, MI 49043-9530
SUBJECT:
NOTICE OF AVAILABILITY OF THE FINAL PLANT-SPECIFIC SUPPLEMENT 27 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING PALISADES NUCLEAR PLANT (TAC NO. MC6434)
Dear Mr. Malone:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed the final plant-specific Supplement 27 to NUREG-1437, ?Generic Environmental Impact Statement for License Renewal of Nuclear Plants, (GEIS) regarding the renewal of operating license DPR-20 for an additional 20 years of operation for the Palisades Nuclear Plant (Palisades). Enclosed is a copy of the final supplement and the associated Federal Register Notice of Availability. This notice advises the public that the final supplement is publicly available at the NRC Public Document Room or from the NRCs Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC Web site at http://adamswebsearch.nrc.gov/dologin.htm. The Accession Number for the final Supplement 27 to the GEIS is ML062710300. In addition, the South Haven Memorial Library, located at 314 Broadway Street, South Haven, MI, has agreed to make the final supplement available for public inspection.
As discussed in Section 9.3 of the final supplement, the NRC staff recommends that the Commission determine that the adverse environmental impacts of license renewal for Palisades, are not so great that preserving the option of license renewal for energy planning decision makers would be unreasonable. This recommendation is based on: (1) the analysis and findings in the GEIS; (2) the Environmental Report submitted by Palisades; (3) consultation with Federal, State, and local agencies; (4) the staffs own independent review; and (5) the staffs consideration of public comments.
D. Malone A separate Notice of Availability of the final supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency. If you have any questions regarding this matter, please contact the NRC Environmental Project Manager, Mr. Bo M. Pham, at 301-415-8450 or by e-mail at BMP@nrc.gov.
Sincerely, B. Pham for /RA/
