BRAIDWOOD STATION CONFIRMATION OF INITIAL OPERATOR LICENSE EXAMINATIONS
Dear Mr. Skolds:
In a letter dated September 26, 2003, your staff responded to NRC Regulatory Issue Summary (RIS) 2003-14, "Preparation and Scheduling of Operator Licensing Examinations," for all Exelon Nuclear Stations. This letter responds to the request for initial license examinations at Braidwood Station, Units 1 and 2.
Initial license examinations were requested during the week of July 12, 2004, during the weeks of September 5 and September 12,2005, and during the week of February 19, 2007. The examinations requested for calendar years 2004 and 2005 have been scheduled and chief examiners assigned to those examinations. The examination requested for February 2007 will be scheduled as we approach that date.
On-site validation of the examinations will occur at Braidwood Station approximately 3 weeks before the examination administration date. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examinations gt a mutually acceptable date.
As indicated in your RIS response letter, your staff will develop the examinations. Your letter also indicated that you are training less than 10 candidates for each of the examinations.
Please inform us if the number of candidates rises above 10 as this will impact the examination schedule.
A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination informing them of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. Dear Mr. Crane:
In a letter dated March 15, 2004 (BW040028), your staff requested that the NRC re-schedule an initial license examination from AugusVSeptember 2005 to May 2006 at the Braidwood Station. The examination scheduled for 2005 has been removed from our examination schedule. We are not currently scheduling examinations during calendar year 2006. However, your requested examination has been noted and will be given first consideration for the requested dates (May 15 and 22, 2006) when we begin calendar year 2006 scheduling. Yours is currently the only request for an examination during May 2006.
On-site validation of the examinations will occur at Braidwood Station approximately three weeks before the examination administration date which is different than the April 3, 2006 date proposed in your letter. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.
We anticipate that your staff will develop the examination. Please inform us if the number of candidates decreases below 10 as this will impact the examination schedule.
A letter will be sent to the Braidwood Station Training Department after we have completed scheduling efforts for calendar year 2006 to inform them of the schedule. An additional letter will be sent approximately 120 days prior to the initial examination informing them of the chief examiner's name and examination security expectations. The letter will list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. Operator License Examination Dates for Calendar Year 2006 Letter from Michael P. Gallagher (Exelon Generation Company, LLC) to NRC, "Response to Regulatory Issue Summary 2003-14, Preparation and Scheduling of Operator Licensing Examinations," dated August 27, 2003 The referenced letter proposed initial operator license examination dates for calendar year (CY) 2005. These examination dates are no longer needed due to a change in the start date for the upcoming initial operator license class. The referenced letter also did not request any initial operator license examination dates for CY 2006; however, due to the above noted change in schedule, Braidwood Station is now requesting that initial operator license examinations be conducted during the weeks of May 15,2006, and May 22,2006. Based on these requested examination dates, we understand that the NRC will be at Braidwood Station the week of April 3, 2006, for onsite validation of the examination material.

In the Reference letter, the NRC requested licensees to voluntarily submit a response concerning initial operator licensing examination needs, including an estimate of the number of applicants to b e examined and intentions regarding the preparation of the examinations.
Attachments 1 through 10 provide the responses to RIS 2004-10 for the Exelon Generation Company, LLC (Exelon) and AmerGen Energy Company, LLC (AmerGen) plants identified above.
The operator licensing examination information for each facility is provided on a separate NRC Form 536.
During Calendar Years (CYs) 2005 and 2008, a total of 6 candidates per year are expected to take the dual site Limited Senior Reactor Operator (LSRO) initial license examination as indicated in. The schedule for the indicated exam is as follows: the written exam and part of the operating exam will be given at Limerick Generating Station (LGS); the remainder of the operating exam will be completed at Peach Bottom Atomic Power Station (PBAPS). Since the LSRO exam is a dual site exam that involves both LGS and PBAPS. rather than repeating the same information on both attachments, the exam scheduling information is provided on Attachment 6 for LGS only and for PBAPS references Attachment 6.

BRAIDWOOD STATION - CONFIRMATION OF INITIAL OPERATOR LICENSE EXAM I NATl ON
Dear Mr. Crane:
In a letter (RS-04-093) dated July 14, 2004, your staff requested we schedule an initial license operator examination in May 2006. We have tentatively scheduled the requested examination to occur during the week of May 15, 2006. On-site validation of the examination is tentatively scheduled to occur at the station during the week of March 27, 2006. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.
As stated in your letter, your staff will develop the examination. We understand that you are training approximately six candidates for the examination. Please inform us at your earliest opportunity if you discover you need to change the scheduled date for the examination.
A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination informing them of the chief examiner's name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. In a telephone conversation on January 3, 2006, between Mr. Paul Hippley, Initial License Training Lead Instructor. and Mr. Dell McNeil. Senior Operations Engineer, arrangements were made for the administration of licensing examinations at the Braidwood Station the week of May 15, 2006. In addition, the NRC will make an examination validation visit to your facility the week of April 3, 2006.
As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC regional office will discuss with your staff any changes that might be necessary before the examinations are administered.
To meet the above schedule, it was necessary for your staff to furnish the examination outlines by January 3, 2006. The outline was provided on schedule. The written examinations, operating tests, and the supporting reference materials identified in Attachment 2 to ES-201 will be due by March 13, 2006. Pursuant to 10 CFR 55.40(b)(3). of the Code of Federal Regulations (10 CFR 55..40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. We request that any personal, proprietary, sensitive unclassified, or safeguards information in your response be contained in a separate enclosure and appropriately marked. Any delay in receiving the required examination and reference materials; or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.
In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402. and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.
Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.
To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget
(OMB) approval number 31 50-0090), medical certifications (OMB approval number 31 50-0024).

If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.
