OF MARCH 29, 2006, CATEGORY 1 MEETING WITH PSEG NUCLEAR LLC, REGARDING PLANNED APPLICATION FOR EXTENDED POWER UPRATE FOR HOPE CREEK GENERATING STATION (TAC MD0510)

On March 29, 2006, the Nuclear Regulatory Commission (NRC) staff met with representatives of PSEG Nuclear LLC (PSEG), the licensee for the Hope Creek Generating Station (Hope Creek), to discuss PSEGs plans to apply for an extended power uprate (EPU) for Hope Creek.

The NRC staff considers an EPU to be any uprate in excess of approximately 8%, and typically involving major plant modifications to achieve the higher power level.

As background, PSEG had applied for an EPU at Hope Creek on November 7, 2005. The NRC staff performed an acceptance review, in accordance with its procedures, using its experience with previous EPU applications and the guidance in RS-001, Review Standard for Extended Power Uprates. The NRC staff determined that the application did not contain sufficient information regarding the effects of higher flow rates that result from the higher power level, particularly with respect to the steam dryer. The NRC staff and PSEG discussed these concerns on December 20, 2005. On February 2, 2006, the NRC staff explained that it did not find the application acceptable due to the amount of work required to address the issues.

PSEG withdrew the amendment by letter dated February 10, 2006.

During the meeting, the licensee discussed its plans for evaluating the effect of higher flow rates. The licensee discussed the susceptibility review that was being performed on all plant equipment. Equipment that is determined to be susceptible to degradation due to higher flow rates will be further evaluated for acceptability or corrective actions.

The majority of the meeting was spent discussing the licensees evaluation of the steam dryers.

PSEG discussed the combination of computational fluid dynamics, acoustic circuit models, and finite element analyses that would be used to predict the loads and stresses on the steam dryer, and how online measurements would be used to verify the predictions. PSEG compared and contrasted their approach to similar EPU applications, and discussed their treatment of uncertainty in the models.

The meeting notice indicated that a portion of the meeting would be closed to discuss proprietary information related to the acoustic circuit model, but no proprietary information was discussed.

The licensee also discussed other items, such as the license condition related to feedwater temperature reduction and the NRC staffs plans to perform audit calculations.
