SUMMARY
OF MARCH 1, 2006, MEETING TO DISCUSS LICENSING ACTIVITIES On March 1, 2006, the U.S. Nuclear Regulatory Commission (NRC) staff met with Exelon Generation Company, LLC (Exelon), and AmerGen Energy Company, LLC (AmerGen) (the licensee), representatives at NRC Headquarters in Rockville, Maryland. The purpose of the meeting was to discuss licensing activities for the Exelon and AmerGen fleet of plants. The meeting was classified as a Category 1 public meeting and the meeting notice was published on February 16, 2006. Two members of the public observed the meeting, one was present and the other by phone. Enclosure 1 is a list of the attendees. The handouts used by the NRC staff and the licensees are accessible in the Agencywide Documents Access and Management System (ADAMS) under ADAMS accession number ML060610144, and are included as.
After brief introductory remarks, the NRC staff discussed the new organization of the Office of Nuclear Reactor Regulation. The primary focus of the new organization continues to be public health and safety in fulfillment of the NRC mission. In addition, the NRC staff stated that open communications with the public and the licensees are encouraged, and acceptance reviews will be implemented for licensing actions to allow the staff to bring issues to conclusion in a timely manner. Pre-planning on scheduling licensing actions was also mentioned as a goal in future interactions.
The NRC staff stated that the license renewal audits at Oyster Creek were successful. The State of New Jersey and other utilities observed the audits. The license renewal application for Three Mile Island (MI) is expected to implement the lessons learned from the Oyster Creek reviews.
The Exelon representatives discussed the organizational structure of Exelon/AmerGen under the new vice-president for licensing and regulatory affairs. Exelon's planned multi-plant submittals include (1) integrated leak rate testing for LaSalle and TMI, (2) allowed outage time extension for the boiling water reactor containment isolation valves in accordance with the consolidated line item improvement process, and (3) revision to the quality assurance plan.

The participants agreed that routine periodic communications and meetings such as this one are beneficial. Both organizations will continue to seek the best practices for interaction using lessons learned in dealing with the public and the licensees, and will consider reinforcing the concept for a single point of contact for NRC surveys and the Exelon/AmerGen fleet submittals.
At the conclusion of the meeting, the NRC staff responded to comments from two members of the public.
