The completed NRC Form 536 is attached and provides NMC's voluntary response to the NRC RIS 2002-09. This response provides the NRC with Monticello's currently proposed schedules of examinations that are intended to be prepared and the current estimate of the number of applicants to be tested in both, the site examinations and the Generic Fundamentals Examinations in calendar years 2003 through 2006.

CONFIRMATION OF INITIAUREQUALIFICATIONOPERATOR LICENSE EXAMINATlONS

Dear Mr. Wilson,

In a letter dated July 9 2002, (M2002069) your staff requested we schedule an initial license operator examination in November 2004. In a subsequent telephone conversation on June 17, 2003, between Mr. D. McNeil of my staff and Mr. G.Allex, Principle Operations Instructor, Monticello Nuclear Generating Station, the examination was tentatively scheduled to occur during the week of March 28, 2005, at the request of your staff. On-site validation of the examination will occur at the station approximately 3 weeks before the examination administration. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.

As stated in your letter, your staff will develop the examination. Your letter indicated that you are training approximately nine candidates for the examination. Please inform us if the number of candidates declines below seven as this will impact the number of examiners assigned to the examination. Finally, Mr. Allex confirmed that a requalification program inspection (IP71111.I 1B) is not required at the Monticello Nuclear station until February 2005. Please inform us at your earliest opportunity if you discover you need to change the scheduled date for the initial examination or schedule your requalification program examinations during the calendar year 2004.

A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination informing them of the chief examiners name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. Dear Mr. Palmisano:

In a letter dated September 26, 2003, your staff responded to NRC Regulatory Issue Summary (RIS) 2003-14, "Preparation and Scheduling of Operator Licensing Examinations," for the Monticello Nuclear Generating Plant. Initial license examinations were requested during the weeks of May 9,2005, and December 4, 2006. Because of heavy workload, the examination requested for May 9 was rescheduledto the week of May 2,2005, per a telephone conversation between myself and Mr. G. Lashinsky, of your staff. A chief examiner has been assigned to that examination. Because the number of candidates anticipated in that examination exceeds 10, we have also scheduled the week of May 9 to ensure adequate time to administer the examination. Please inform us if the number of candidates decreases below 10 as this will impact the examination schedule. The examination requested for December 2006 will be scheduled as we approach that date.

On-site validation of the examinations will occur at Monticello Nuclear Generating Plant approximately 3 weeks before the examination administration date. Dear Mr. Palmisano:

In a telephone conversation on January 3, 2005, between Mr. J. Ruth, Senior Operations Training Instructor, and Mr. D. McNeil, Reactor Inspector. arrangements were made for the administration of licensing examinations at the Monticello Nuclear Generating Plant the weeks of May 2 and May 9, 2005. In addition, the NRC will make an examination validation visit to your facility the week of April 11, 2005.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by January 24, 2005. The written examinations, operating tests, and the supporting reference materials identied in Attachment 2 to ES-201 will be due by March 21, 2005.

Pursuant to 10 CFR 55.40(b)(3), of the Code of Federal Regulations (10 CFR 55..40(b)(3)), an authorized representativeof the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final Appendix E of NUREG-I021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

T. Palmisano To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024),

and waiver requests (if any) (OMB approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.

This letter contains information collections that are subject to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.). These information collections were approved by the Office of Management and Budget, approval number 3150-0018, which expires on June 30, 2006. Dear Mr. Palmisano:

The purpose of this letter is to confirm the final arrangements for the upcoming operator licensing examinations at the Monticello Nuclear Generating Plant.

The U. S. Nuclear Regulatory Commission (NRC) has completed its review of the operator license applications in connection with this examination and will separately provide a list of approved applicants to Ms. Shawn L. Halbert, Training Manager. Note that any examination waivers have been addressed in separate correspondence.

The NRC has approved the subject examinations and hereby authorizes you to administer the written examinations in accordance with Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," during the week of May 9, 2005. The NRC staff will administer the operating tests during the weeks of May 2 and May 9. 2005.

In accordance with your application letter (L-MT-05-032) dated April 15, 2005, the NRC understands that all of the license applicants have completed the SAT-based license training program. However, you indicated that the applicants have not yet completed training on the current revised plant configuration and/or processes implemented during your April 2005 plant outage. Your letter indicated that applicants who successfully pass the NRC operator license examination will be given additional training prior to the applicants receiving NRC operator licenses. After further review concerning the recent changes to the plant configuration andlor processes, the NRC determined that holding the issuance of operator licenses would not be necessary. In addition, we understand that the individuals who successfully pass the license examination will be immediately enrolled in the Monticello continuing (requalification) licensed operator training program and that they will be current and satisfactory in that program before they perform licensed duties.
