Dear Mr. Skolds,

In a telephone conversation on June 17,2003, between Mr. D. McNeil of my staff and Mr.

J. Bartlett, Quad Cities Station Training Manager, it was confirmed that Quad Cities Nuclear Generating Station had no requests for initial license examinations for the calendar year 2004.

Mr. McNeil and Mr. Bartlett also confirmed that the station is not scheduled for a licensed operator requalification training program inspection (IP 71 11 1.1 1B) until the calendar year 2005.

During the conversation Mr. Bartlett stated that he would like to schedule an examination during the month of April 2005. Mr. McNeil advised him that he should send a written request as soon as possible to schedule the examination as we have already 'filled our examinatidn schedule through March 2005. Letter from Roger D. Lanksbury (U. S. NRC) to John L. Skolds (Exelon Generation Company, LLC), Confirmation of InitiaVRequalification Operator License Examinations, dated July 1 6,2003 The referenced letter indicated that Quad Cities Nuclear Power Station (QCNPS) should submit a written request to schedule an initial operator license examination in 2005. With this letter, QCNPS is formally requesting an initial license examination from April 11, 2005 through April 22, 2005. The Station will be preparing the examination, and it is currently expected that the class will include three (3) Reactor Operator (RO) candidates, six (6) instant Senior Reactor Operator (SRO) candidates, and no SRO-Upgrade candidates. In the event that the requested examination date is not available, QCNPS requests an alternate date of May 2,2005 through May 13, 2005.

'Preparation and Scheduling of Operator Licensing Examinations"

Reference:

NRC Regulatory Issue Summary (RE) 2003-14, "Preparation and Scheduling of Operator Licensing Examinations," dated August 27,2003.

In the Reference letter, the NRC requested licensees to voluntarily submit a response concerning initial operator licensing examination needs, induding an estimate of the number of applicants to be examined and intentions regarding the preparation of the examinations.

Attachments 1 through 10 provide the responses to AIS 2003-14 for the Exelon Generation Company, LLC (Exelon) and AmerGen Energy Company, LLC (AmerGen) plants iden-above.

The operator licensing examination information for each facility is provided on a separate NRC Form 53tj.

During Calendar Year CY 2005, a total of 6 candidates are expected to take the dual site Limited Senior Reactor Operator (LSRO) initial license examination as indited in Attachment 6. The schedule for the indicated exam is as follows: the written exam and part of the operating e m will be given at Limerick Generating Station (LGS); the remainder of the operating exam will be completed at Peach bottom Atomic Power Station (PSAPS). Since the LSRO exam is a dual site exam that involves both LGS and PBAPS, rather than repeating the same information on both attachments, the exam scheduling information is provided on Attachment 6 for LGS only and for PBAFS references Attachment 6.

Dear Mr. Crane:

In a letter dated September 26, 2003, your staff responded to NRC Regulatory Issue Summary (RE) 2003-14, Preparation and Scheduling of Operator Licensing Examinations, for all Exelon Nuclear Stations. This letter responds to the request for initial license examinations at Quad Cities Nuclear Power Station, Units 1 and 2.

Initial license examinations were requested for the week of May 2, 2005, and for the week of April 4,2007. The examination requested for the week of May 2,2005, has been scheduled and a chief examiner assigned to that examination. The initial license examination requested for April 2007 will be scheduled as we approach that date.

On-site validation of the examinations will occur at Quad Cities Nuclear Power Station approximately 3 weeks before the examination administration date. In the unlikely event that we are unable to support the examinations during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements te administer the examinations at a mutually acceptable date.

As indicated in your RIS response letter, your staff will develop the examinations. Your letter also indicated that you are training 10 or fewer candidates for the examinations. Please inform us if the number of candidates increases above 10 as this will impact the examination schedule.

A supplementary letter will be sent to the training department approximately 120 days prior to the initial examination informing them of the chief examiners name. The letter will also outline examination security expectations, list the materials required by the NRC to conduct the examination, reconfirm the examination dates, and reconfirm the number of candidates you have in the training program. ILT Exam validation schedule change request.

I would like to revise the agreed upon schedule regarding the upcoming Validation week for Quad Cities Initial Operator Licensing Exam. I am requesting to change the days that you come to our station for validation.

Originally, we had planned on performing the Validation durin the week of April 4'to the Sth, 2005. I would like to change it to the week of April 11' to the 15*, 2005. We are confident that this change, if implemented, will not adversely affect our ability to incorporate any validation comments or changes. and therefore will not affect the administration of the exam, beginning May 2"d. 2005.

Dear Mr. Crane:

In a telephone conversation on December 22, 2004, between Mr. Roger Armitage, Training Manager, and Mr. Nicholas Valos, of my staff, arrangements were made for the administration of licensing examinations at the Quad Cities Nuclear Power Station the week of May 2, 2005.

In addition, the NRC will make an examination validation visit to your facility the week of April 11, 2005.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 9 of NUREG-1021, Operator Licensing Examination Standards for Power Reactors. The NRC regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by January 24, 2005. The written examinations, operating tests, and the supporting reference materials identified in Attachment 2 to ES-201 will be due by March 17, 2005.

Pursuant to 10 CFR 55.40(b)(3), of the Code of Federal Regulations (10 CFR 55..40(b)(3)), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.

Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the wriien examinations and operating tests are being administered.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 31 50-0090),

medical certifications (OMB approval number 31 50-0024),

and waiver requests (if any) (OM6 approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.
