SUMMARY
OF MAY 24, 2005, MEETING WITH R. E. GINNA NUCLEAR POWER PLANT, LLC REGARDING PROPOSED EXTENDED POWER UPRATE FOR GINNA (TAC NO. MC4033)
On May 24, 2005, a Category 1 public meeting was held between the Nuclear Regulatory Commission (NRC) and representatives of the licensee for the R. E. Ginna Nuclear Power Plant (Ginna) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to exchange information with the NRC regarding their proposed extended power uprate (EPU) for Ginna. A formal license amendment request is scheduled to be submitted to the NRC for approval in June of 2005. A list of attendees is provided as Enclosure 1.
The morning portion of the meeting consisted of a discussion of three licensing amendment applications that were submitted on April 29, 2005. These applications will support operation at a higher power level and must be approved before a power uprate is approved. These applications include:
(1) Adoption of relaxed axial offset control; (2) Changes to the main feedwater isolation valve; and (3) Revised loss-of-coolant accident analyses The NRC staff asked clarifying questions regarding these submittals. Formal requests for information will be issued to the licensee to document the questions.
The afternoon portion of the meeting consisted of a discussion of the power ascension testing program. The licensee presented information (see Enclosure 2) on the planned testing during implementation of the extended power uprate including normal startup and surveillance tests; post-modification tests; power ascension plant monitoring; and transient testing. The testing will include a turbine trip at 25% power, a 10% load change, and a condensate booster pump trip at 100% power.
