OF MEETING HELD ON AUGUST 18, 2004, WITH CONSTELLATION ENERGY GROUP REGARDING PROPOSED EXTENDED POWER UPRATE (TAC NO. MC4033)

On August 18, 2004, the licensee for the R.E. Ginna Nuclear Power Plant (Ginna) met with the members of the Nuclear Regulatory Commission (NRC) staff in Rockville, Maryland. The purpose of the meeting was to exchange information with the NRC regarding their proposed extended power uprate for Ginna. A formal license amendment request is scheduled to be submitted to the NRC for approval in May of 2005.

The presentation given by the licensee covered: plant modifications, analytical methods, license amendments, conformance with RS-100, probability risk analysis and startup test and vibration monitoring requirements. Meeting slides were used to provide an overview of the proposed power uprate program. The licensee believed that they are in a unique position to safely accomplish an extended power uprate of 17% thermal power for the following reasons:

Ginna replaced the steam generators in 1996 with an oversized design that is fully capable of transferring the required heat load, they replaced the reactor vessel head in 2003 to resolve the Alloy 600 pressurized water stress corrosion cracking issue, and they plan to use the same fuel assemblies at Kewaunee Nuclear Power Plant to produce an equivalent thermal power. is a list of attendees and a copy of the handout provided by Ginna is given in .
