OF MEETING HELD ON MAY 11, 2005, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) STAFF AND NUCLEAR MANAGEMENT COMPANY, LLC REPRESENTATIVES TO DISCUSS THE MONTICELLO NUCLEAR GENERATING PLANT LICENSE RENEWAL APPLICATION (TAC NO. MC6440)

On May 11, 2005, the NRC staff met with members of Nuclear Management Company, LLC (NMC or the applicant) in a public meeting to discuss the license renewal application (LRA) for the Monticello Nuclear Generating Plant. The application was submitted by letter dated March 16, 2005. The list of attendees is provided in Enclosure 1, and the meeting agenda is provided in Enclosure 2.

The applicant provided an overview of the content of their license renewal application. The applicant also explained the methodology used in determining consistency with NUREG-1801, Generic Aging Lessons Learned (GALL) Report, and previously approved staff positions.

The presentation slides can be viewed through the Agencywide Documents Access and Management System (ADAMS) using Accession No. ML051380217. In response to NRC staff questions, the applicant agreed to provide additional information to:

Determine the need for an inspection of the Top Guide in addition to the requirements of Boiling Water Reactor Vessel and Internals Project (BWRVIP) 26.

Commit to retaining the capsules removed from the reactor vessel as part of the Reactor Vessel Surveillance Program.

Confirm that the 54 Effective Full Power Years (EFPY) used for Time-Limited Aging Analyses bounds the plant-specific EFPY based on historic and predicted capacity factors.

In addition, the applicant agreed to:

Draft a sampling plan for the One-Time Inspection and have it available for the Aging Management Program (AMP) audit.

The applicant had an opportunity to comment on this summary.
