Response to NRC Request for Additional Information Concerning Generic Letter 96-06, "Assurance of Equipment Operability and Containment Integrity During Design-Basis Accident Conditions" (TAC No. M96803)

Ladies and Gentlemen:

This letter transmits a FirstEnergy Nuclear Operating Company (FENOC) response to a Nuclear Regulatory Commission (NRC) Request for Additional Information (RAI) related to the Davis-Besse Nuclear Power Station, Unit I (DBNPS) response to Generic Letter (GL) 96-06, "Assurance of Equipment Operability and Containment Integrity During Design-Basis Accident Conditions." GL 96-06, issued by the NRC on September 30, 1996, requested, in part, that licensees evaluate thermally-induced overpressurization of isolated water-filled piping sections in containment.

By letter dated March 3, 2005, (letter Log Number 6274), the NRC staff requested that, due to recent piping modifications, FENOC either affirm that the DBNPS responses pertaining to thermally-induced overpressurization of isolated water-filled piping sections in containment are still valid or supplement the responses. The NRC requested that FENOC respond within 45 days of the date of the letter with a schedule for responding to these requests.

The information requested in the NRC's March 3, 2005 letter is dependent upon activities to be performed during Davis-Besse's fourteenth refueling outage (I4RFO), scheduled to begin in March 2006 and end in April 2006. The system changes that have already been completed do not appear to affect the previous response pertaining to thermally-induced overpressurization of isolated water-filled piping sections in containment. Proposed future changes are to be completed during 14RFO. Therefore, FENOC will provide the requested responses within 90 days following the completion of 14RFO.

A list of regulatory commitments made in this letter is included in Enclosure 1.
