CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2 (CCNPP 1 AND 2) COMPLETION OF ACCEPTANCE REVIEW REGARDING MEASUREMENT UNCERTAINTY RECAPTURE UPRATE APPLICATION (TAC NOS. MC6210 AND MC6211)

Dear Mr. Vanderheyden:

In a letter dated January 31, 2005, Constellation Energy submitted its application to increase the licensed thermal power level at CCNPP 1 and 2. The proposed amendments would increase the licensed core power level by 1.38 percent to 2737 MWt (megawatts thermal) with the installation of the CROSSFLOW TM feedwater flow measurement system.

The purpose of this letter is to provide the results of the Nuclear Regulatory Commission (NRC) staffs acceptance review of the application for CCNPP 1 and 2, which is based on the determination that sufficient information was provided to allow the staff to proceed with its detailed technical review. The review also ensures that the application adequately characterizes the regulatory requirements and licensing basis of the plant. On the basis of its review of the information provided in the application, the NRC staff has determined that Constellation Energy has provided the necessary information for the staff to begin a detailed technical review. However, the NRC staff expects to issue a letter requesting additional information in April 2005, and will request that you respond within 30 days of the letter in order to support your requested approval date of August 2005.
