Calvert Cliffs Nuclear Power Plant Unit Nos. I & 2; Docket Nos. 50-317 & 50-318 Report of Full Compliance with the Requirements of Commission Orders dated April 29, 2003, Re: Order EA-03-039, Training Enhancements Applicable to Armed Nuclear Power Plant Security Force Personnel and Order EA-03-086 Revised Design Basis Threat Pursuant to Section III, Condition C.2 of Nuclear Regulatory Commission (NRC) issued Order EA-03-039 regarding Training Enhancements (Reference a), Calvert Cliffs Nuclear Power Plant, Inc.

(CCNPP), hereby reports that full compliance with the requirements described in Attachment 2 to Reference (a) was achieved no later than October 29, 2004.

The NRC issued Order EA-03-086 (Reference b) on April 29, 2003, requiring us to revise our Physical Security Plan, Safeguards Contingency Plan, and Training and Qualification Plan; submit those Plans to the NRC for approval by April 29, 2004; and complete implementation of those Plans by October 29, 2004.

Reference (c) documents the NRC staff's approval of our Plans as submitted.

Specifically, as documented in Reference (c), the NRC staff determined that, subject to subsequent inspection and evaluation, the submitted Plans (References d, e, f, g, h, and i) for CCNPP Units I and 2 contain the necessary programmatic elements that, when effectively implemented, will provide the required high assurance that CCNPP, Units I and 2 will be protected against the revised Design Basis Threat (DBT).

The NRC staff's evaluation of our submitted Plans is discussed in detail in the Safety Evaluation enclosed with Reference (c). However, our review of the Safety Evaluation identified several inconsistencies with our submitted Plans. We also identified a number of errors in the revised Operating License enclosed with Reference (c). Therefore, we submitted a list of all the inconsistencies identified, including our proposed resolution for each in Reference 0). The NRC reviewed the inconsistencies identified in our letter and issued a corrected Safety Evaluation in Reference (k) and a corrected Operating License in Reference (1).
