OF PUBLIC DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT MEETING HELD IN SUPPORT OF THE ENVIRONMENTAL REVIEW FOR THE MILLSTONE POWER STATION, UNITS 2 AND 3, LICENSE RENEWAL APPLICATION (TAC NOS. MC1827 AND MC1828)

On Tuesday, January 11, 2005, members of the U.S. Nuclear Regulatory Commission (NRC) staff held public meetings in Waterford, Connecticut, concerning the staffs environmental review of the application submitted by Dominion Nuclear Connecticut, Inc. (DNC) for renewal of the operating licenses for Millstone Power Station, Units 2 and 3 (MPS). The purpose of the meetings was to provide the public with an opportunity to comment on the draft supplemental environmental impact statement (DSEIS) that was issued on December 2, 2004 (NUREG-1437, Supplement 22 ). Afternoon and evening sessions were held to allow maximum public participation. Formal presentations were made by the NRC staff and the Los Alamos National Laboratory staff.

The DSEIS is a plant-specific supplement for MPS to the ?Generic Environmental Impact Statement for License Renewal of Nuclear Plants (NUREG-1437). The NRC staff described the overall license renewal process, provided a description of the National Environmental Policy Act review process, and discussed the environmental requirements outlined in Title 10 of the Code of Federal Regulations Part 51 (10 CFR Part 51). NRC staff and staff from Los Alamos National Laboratory described the preliminary results of their analyses. The environmental impacts of continued operation were predicted to be small in all areas, with the exception of a moderate impact of entrainment on the winter flounder. The impacts of alternatives (including the no-action alternative) were predicted to have impacts in at least some environmental aspects that could reach moderate or large significance level.

In an effort to improve communication and increase interaction with members of the public, the NRC staff conducted open houses for one hour before each meeting and encouraged the public to submit meeting feedback forms. The staff provided displays and brochures and met with members of the public to answer questions about the proposed renewal of the MPS operating licenses. Enclosure 1 is a combined list of attendees for both sessions. Enclosure 2 is a copy of the meeting handouts. Enclosure 3 contains the transcripts and attachments for the afternoon and evening meetings. Enclosure 4 is a copy of the presentation slides.

After the formal presentations were given by the NRC staff, members of the public were invited to provide comments. More than 90 people attended the two sessions. Attendees included members of the public, representatives of the NRC, Federal, State and local government officials, DNC, and the news media.

  • The NRC staff will host informal discussions one hour prior to each meeting session. No formal comments on the draft Environmental Impact Statement (EIS) will be accepted during the informal discussions. To be considered, comments must be provided either at the transcribed public meetings (see agenda, above) or in writing, as described in the attached Federal Register Notice.

Enclosure 2 Welcome to the NRCs Open House Associated with the Environmental Review for the proposed License Renewal at Millstone Power Station, Units 2 and 3 This open house is intended to provide an opportunity for interested members of the public and staff from other Federal, State, and local agencies to interact with the NRC staff in an informal information exchange.

The NRC is gathering information necessary to prepare an Environmental Impact Statement (EIS) in support of the proposed renewal of the operating license for Millstone Power Station, Units 2 and 3. Please note that if you wish to provide formal comments regarding the Millstone Power Station, Units 2 and 3 draft supplement to the Generic Environmental Impact Statement (GEIS) for License Renewal, they must be presented at todays transcribed public meeting, or provided in writing or by e-mail by March 2, 2005. Comments received after this date will be considered if it is practical to do so, but the NRC staff is able to assure consideration only for comments received on or before this date. Written comments on the draft supplement to the GEIS should be sent to:
